About this opportunity
The Centers for Medicare and Medicaid Services (CMS) intends to issue a sole source purchase order to AM Best Company Inc. for online access to the AM Best State Rate Filing Database under Simplified Acquisition Procedures, with a response deadline of July 22, 2026 and performance period from July 28, 2026 through July 27, 2027. The sole source award is justified under FAR 6.302-1 because AM Best's work and information is solely available from this entity.
CMS will require unlimited user access to a comprehensive online database containing complete rate filings for all 50 states and Washington D.C. dating back to 2008, including descriptive filing summaries, market share and rank information by lines of business, export capability to Microsoft Excel and PDF formats, and customized alert functionality for email notifications of filing changes. The data will support expansion of CMS's physician and hospital professional liability insurance premium indexes for Medicare Market Baskets, with potential expansion to create indexes for nursing care facilities and allied health professionals. Place of performance is Baltimore, Maryland, with database access required by July 28, 2026 to the Contracting Officer's Representative, Jill Cooper, at CMS's Office of the Actuary.
CMS notes that Section 508 accessibility compliance does not apply to this online-only subscription. Although a sole source award is anticipated, the notice invites all responsible sources to submit capability statements, proposals, or quotations for consideration. NAICS code is 513120 (Periodical Publishers); PSC code is R408 (Support—Professional: Program Management/Support).
