About this opportunity
The U.S. Army Corps of Engineers Engineering District Baltimore is preparing to solicit bids for a critical infrastructure stabilization project at the Alvin Bush Dam in Clinton County, Pennsylvania. The project involves constructing two reinforced concrete rock anchored walls to prevent progressive rock erosion that threatens the adjacent Kettle Creek Road. Key contract requirements include obtaining necessary environmental permits, specifically from the Pennsylvania Department of Environmental Protection, and completing comprehensive site improvements such as drainage enhancements, paving, grading, and installing access infrastructure like stairs, railings, and fencing. The solicitation will be available on or about May 30, 2025, through the Procurement Integrated Enterprise Environment (PIEE) website, with proposal responses expected around the same date. The project falls under the NAICS category of Other Heavy and Civil Engineering Construction and will be classified under the PSC category of Construction of Other Non-Building Facilities.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, suggesting open competition among qualified contractors. The estimated construction magnitude ranges between $15 million and $25 million, positioning this as a substantial infrastructure renewal project. The dam itself is approximately 62 years old, with significant deterioration that necessitates immediate intervention to prevent potential roadway and spillway failure. The project scope encompasses comprehensive stabilization work that goes beyond simple repair, including structural reinforcement, environmental considerations, and infrastructure preservation. Potential bidders should be prepared to demonstrate extensive experience in complex civil engineering projects, particularly those involving dam infrastructure, rock stabilization, and environmental compliance.

Project Scope:
1. Alvin Bush Dam has a roadway alongside its spillway. The primary features of the dam include an earthen embankment; an uncontrolled spillway with concrete weir; and a gated outlet consisting of a control tower and concrete lined tunnel through bedrock. The wall is approaching 62 years old, is deteriorated, and has nearly eroded back to the state roadway.
2. The scope of the project consists of constructing two reinforced concrete rock anchored walls to prevent continued progressive rock erosion which has led to fallen rock accumulation within the spillway and will ultimately lead to failure of Kettle Creek Road. The project also includes proposed drainage improvements, paving, grading, spoils, access roads, stairs, railing, fencing and other work incidental to the related work.
3. Obtain the necessary permits to perform the work cited above. As a minimum, a permit from the Pennsylvania Department of Environmental Protection National Pollution will be required. The magnitude of construction is between $15,000,000 and $25,000,000.
This solicitation will be available on or about 30 May 2025 from the Procurement Integrated Enterprise Environment (https://piee.eb.mil) website.
