About this opportunity

The U.S. Army Corps of Engineers, St. Paul District, is procuring various aluminum materials for fabricating a spillway sluicegate at Lock and Dam 7. The contractor must provide aluminum conforming to ASTM B209/B209M and ASTM B308/B308M standards for Alloy 6061, Temper T6, including plates, beams, tubes, bars, and channels across 12 line items with quantities ranging from 2 to 6 units per item. All materials must comply with the Buy American Act, be clean and defect-free with weld-acceptable surface roughness, and include proper marking with material specifications, heat numbers, and manufacturer identification. The contractor must submit verifiable mill certification electronically prior to shipment and bundle materials appropriately for forklift and crane handling. The original quote deadline was June 26, 2025, but has been extended multiple times, with the current response deadline set for August 22, 2025, at 3:00 PM, and delivery required no later than July 31, 2025.

This solicitation was initially designated as a 100% Small Business set-aside under NAICS code 331313 with a size standard of 1,300 employees, but was subsequently amended to Full and Open competition. The procurement requires delivery to two U.S. Army Corps of Engineers service bases located in Pleasant Valley, Iowa, and Fountain City, Wisconsin, during business hours from 7:00 AM to 3:00 PM, Monday through Thursday, excluding federal holidays. Material specifications include aluminum pieces with thicknesses ranging from 0.187 inches to 1 inch and dimensions up to 50 inches in width and 220 inches in length. Recent amendments have provided flexibility by allowing alternative material lengths for certain line items, such as accepting eight 10-foot pieces instead of two 40-foot pieces for CLIN-5, and permitting partial quotes when some materials are unavailable. The government has also clarified technical specifications, including confirmation that the Z-channel for CLIN-11 will be an extrusion and provided technical drawings for Z-bar specifications.
