About this opportunity

The Department of Veterans Affairs (VA) has published a Special Notice for a Justification for Other Than Full and Open Competition (JOFOC) for a 6-month interim contract to provide continued Community-Based Outpatient Clinic (CBOC) services in Altus, Oklahoma. The VA is restricting competition for this contract to the incumbent provider, Valor Healthcare, Inc., from October 1, 2024 to March 31, 2025.

The purpose of this JOFOC is to allow the VA time to complete a long-term competitive acquisition for CBOC services in Altus. The VA determined that Valor Healthcare is the only responsible source that can provide the required services without unacceptable delays, as a new contractor would need significant time to establish a fully operational CBOC. The VA conducted market research but was unable to identify any other Service-Disabled Veteran-Owned Small Businesses or Veteran-Owned Small Businesses capable of meeting the requirements within the necessary timeframe. The VA anticipates the contract costs will be fair and reasonable based on the incumbent's current pricing and labor cost projections.
