About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking Alternate Transportable Temporary Housing Units (ATTHUs) in response to the August 2023 wildfire disaster in Maui, Hawaii. The procurement is authorized under Section 408 of the Stafford Act and aims to provide temporary housing for disaster-affected residents. FEMA requires modular steel-framed housing units in one-, two-, and three-bedroom configurations that comply with International Building Code 2012 standards, wind and seismic loading requirements, and accessibility standards. Contractors must demonstrate capabilities in manufacturing, transporting, installing, maintaining, and ultimately removing these housing units. The Request for Information (RFI) calls for a five-page capabilities statement to be submitted by March 31, 2025, at 5:00 PM Eastern Time to DR-4724-HI-ATTHU@fema.dhs.gov, with an emphasis on small business participation.
The solicitation does not have a specific set-aside designation and is currently focused on Maui County, with potential expansion to other Hawaii counties. FEMA anticipates procuring up to 10 housing units that are fully furnished with Furniture, Fixtures, Appliances, and Equipment (FFAE). The units must be capable of connecting to potable water, sanitary sewer, and local electricity infrastructure. While specific award values are not detailed, the contract will cover the complete lifecycle of the housing units, including purchase, installation, maintenance, and deactivation. The housing units are part of the direct housing mission under the Major Disaster Declaration FEMA-DR-4724-HI, issued by President Biden on August 10, 2023, to address the infrastructure damage caused by the wildfires. Contractors will need to demonstrate robust logistical capabilities, emergency response procedures, and comprehensive warranty terms for these transportable housing solutions.
Notice text
The effects of the August 2023 wildfire impacted the State of Hawaii causing widespread damage throughout large portions of the State. On August 10, 2023, President Biden issued a Major Disaster Declaration for Hawaii, designated as FEMA-DR-4724-HI, that authorized Individual Assistance (IA) for one (1) county in the State after the wildfire devastated State infrastructure in the impacted county. The event exceeded State and local resource capacity. In response to this disaster, the Federal Emergency Management Agency (FEMA) is entrusted with procuring group site housing units for Purchase, Install, Maintenance, and Deactivation for those affected. For purposes of this RFI, FEMA calls these units Alternate Transportable Temporary Housing Units (ATTHUs). On December 09, 2023, the direct housing mission was approved for the following county: Maui. Other Hawaii counties may be added and included in the future. All direct housing options are authorized under Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act as amended (Stafford Act).
