B. State Building Code Council: Act 82, SLH 2007 (the Act) created the State Building Code Council (the
Council) which is administratively attached to the Department of Accounting and General Service. The purpose of the Council is to establish a state building code which would eliminate the fragmented building requirements which currently exist between counties. The state building code would include the latest fire code as adopted by the State Fire Council, the latest edition of the International Building Code, the latest edition of the Uniform Plumbing Code, and Hawaii design standards to implement Act 5, Special Session
Laws, 2005 as applicable to emergency shelters and essential government facilities.
C. Disability and Communication Access Board (DCAB): The Building Plans Review Section requires a
"Document Review" compliance letter from DCAB for all State of Hawaii and County of Maui projects prior to the issuance of a building permit.
6. Modular Homes in Compliance with Maui Building Code:
Modular homes offer a contemporary approach to addressing housing needs within Maui County's residential lots (R-1, R-2, R-3 & R-0), combining efficiency, quality, and strict adherence to the Maui Building Code's rigorous standards.
7. Engineering and Certification Requirements:
To meet the Maui Building Code, the installation and construction of modular homes demand meticulous engineering precision. Accredited Architects or Engineers oversee every phase, ensuring compliance or exceeding applicable codes. This rigorous process guarantees structural safety and resilience against Maui's unique environmental challenges.
A. Structural Integrity: From foundation to load-bearing framework, every aspect undergoes scrutiny and certification by professionals to ensure structural reliability and safety.
B. Mechanical, Plumbing, and Electrical Systems: Factory-installed systems adhere to specific labels and certifications, ensuring safety and reliability integral to the home's functionality.
C. Code Section Highlights: Key code sections (e.g., 16.08A.R101.2, 19.62.060, 109-4, SECTION R301.1.2.1, 1704.15) emphasize adherence to safety standards and structural integrity. These codes play a pivotal role in ensuring compliance with the Maui Building Code's stringent requirements.
1) 16.08A.R101.2: Scope of application for One- and Two-family Dwellings under the International
Residential Code.
1. 19.62.060: Standards for development necessitate certification by an architect or engineer for flood hazard reduction in new construction.
2. 109-4: Installation or relocation of factory-built dwellings requires an electrical permit and compliance with federal construction and safety standards.
3. SECTION R301.1.2.1: Specifics on ensuring a complete load path and uplift ties for structural integrity.
4. 1704.15: Mandates termite protection measures for new wooden frames in residential buildings.
8. Flood-Prone Area Regulations: The Maui Building Code intricately outlines regulations concerning flood-prone areas, necessitating robust design, anchoring, and construction practices. Modular homes are constructed to withstand potential flooding by utilizing flood-resistant materials and specific construction techniques.
9. Residential Zoning and Area Regulations: Adherence to zoning setbacks and area requirements is crucial in integrating modular homes seamlessly into Maui's residential zones (R-1, R-2, R-3). A balance between innovative housing solutions and strict spatial regulations ensures compliance without compromising structural integrity or aesthetics.
10. Environmental Compliance: Ensure compliance with environmental regulations in Maui County and FEMA's environmental standards, particularly regarding waste management, erosion control, and protection of natural resources during the manufacturing, transportation, and installation processes.

2) Size: The one-bedroom no larger the 14x35 keeping unit under 448 SF, while the 14x55 two-bedroom units under 770 SF and three-bedroom unit 14x70 being limited under 980 SF. Each unit is intricately designed as a single piece, streamlining transportation, and facilitating swift installation.
3) Rooms: Each home will include a living area, kitchen, bathroom(s), and 1-3 bedrooms. The kitchen should be equipped with standard appliances (refrigerator, stove, etc.), and the bathroom should contain a toilet, sink, and shower or bathtub. Additional rooms such as a laundry room or office could be included based on the size of the home.
4) Roof: The homes will feature a roof designed to withstand the wind loads common in Maui County. The roof will be constructed with a designed standard for the specific wind and weight loads and covered with a roofing material suitable for the local climate, such as asphalt shingles or metal roofing.
5) Materials: The homes will be constructed primarily of wood and steel, with insulation. The exterior walls should be made of 2x4 or 2x6 framing, covered with plywood or OSB sheathing, and a weather-resistant barrier. The interior walls should be covered with drywall. The flooring should be made of a sturdy material such as plywood or concrete, with a suitable floor covering such as carpet, vinyl, or tile.
The above requirements can be modified or changed by the contractor. If the contractor proposes any changes the contractor must explain the changes in clear enough detail for FEMA to evaluate the applicability of the change. In addition, the contractor shall provide FEMA with a justification for the proposed change and a rational explaining, in detail, how the change is beneficial to the government. This language is appliable to this Appendix of the PWS and to Sections 8 and 12 of the PWS, the Unit Specifications.
6) Utilities: These homes come equipped and prepped for connection to local utility services, encompassing electricity, water, and sewer.
B. Foundation Specifications:

2) Materials: The temporary foundation comprises steel or concrete piers driven into the ground, supported by steel beams to uphold the home. In contrast, a permanent foundation is constructed using poured concrete or concrete blocks for increased durability and longevity.
3) Design: The temporary foundation for the modular home in Maui County, Hawaii, will be engineered in according to local building codes. It will be designed to support the specific requirements of the manufactured unit, ensuring proper load distribution and structural stability.
High-quality materials approved by local authorities will be used, and rigorous quality control measures should be implemented during construction. The foundation will be designed to withstand environmental factors such as seismic activity and wind loads, providing a durable and safe support system for the modular home.
C. Transportation and Installation:
1) Transportation: These modular homes are manufactured in an indoor factory and then transported to the site as a single, cohesive piece, simplifying logistics and minimizing assembly requirements upon arrival.
2) Installation: Skilled professionals lift the home onto the chosen foundation, ensuring it is securely placed and completing any necessary finishing work.
3) Utilities: Upon installation, utilities such as electricity, water, and sanitary systems are connected to ensure the home is fully functional.
D. Future Relocation (for homes with Temporary Foundation):
1) Dismantling: When required to relocate, the home is carefully lifted off the temporary foundation and prepared for transportation.
2) Transportation: The home is transported to the new site using a method similar to its initial installation, maintaining the integrity of the structure during transit.
3) Reinstallation: At the new site, the home is placed on a new temporary foundation following the same rigorous process as its original installation.
E. Conclusion: Modular homes, engineered and installed in strict accordance with the Maui Building Code, offer efficient housing solutions while upholding structural integrity, safety, and compliance with Maui County's stringent building standards.
Note: Consultation with professionals is advised for specific home designs and compliance assurance.
