About this opportunity

The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, is procuring Advanced Test and Check (ATAC) bench systems and related support services for the ALR-67(V)3 lab located in Jacksonville, Florida. This procurement includes the building of ATAC-4 systems along with ongoing support, upgrades, and systems enhancements to maintain operational effectiveness and electronic protection capabilities for F/A-18 aircraft. The Government has determined that only Pioneering Decisive Solutions (PIDESO) possesses the requisite knowledge, experience, and proprietary technical data necessary to meet these requirements in a timely and cost-effective manner, as PIDESO is the original developer and sole provider of the specialized technology involved. This is a sole-source procurement conducted under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, which permits award without competitive bidding when only one responsible source exists and no other supplies or services will satisfy agency requirements. Responses and inquiries must be submitted to Contract Specialist John Ryan at john.j.ryan390.civ@us.navy.mil by February 4, 2026.

No set-aside designations apply to this procurement. Pioneering Decisive Solutions (PIDESO) is the sole-source incumbent contractor identified for award, selected based on their status as the original developer with exclusive access to proprietary technology and specialized expertise. The pre-solicitation notice does not disclose a specific award value or budget range for this effort. The scope encompasses both initial development and long-term sustainment of the ATAC-4 systems, though specific quantities, timelines, and duration of the contract are not detailed in this notice. Companies interested in potential subcontracting opportunities under this effort are directed to contact PIDESO directly to explore participation in the supply chain.

Notice text

Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a sole source contract to Pioneering Decisive Solutions (PIDESO).

This effort is for the building of the ALR-67(V)3 Advanced Test and Check (ATAC) ATAC Bench. The scope of this effort will also include support, upgrades and systems enhancements for the ATAC systems, specifically the Advanced Test and Check-Out (ATAC-4) systems for the ALR-67(V)3 lab located in Jacksonville, Florida.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.

PIDESO is the original developer and sole provider of the proprietary technology and specialized expertise required to ensure continued sustainment, operational effectiveness, and electronic protection capabilities for F/A-18 aircraft. Therefore, PIDESO is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.

The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be submitted by February 4, 2026. Companies interested in subcontracting opportunities should reach out to PIDESO directly at john.kemna@pideso.com
