About this opportunity

The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, is procuring the ALR-67(V)3 Advanced Test and Check (ATAC-4) bench, along with associated support, upgrades, and systems enhancements for the ATAC systems located in Jacksonville, Florida. This procurement involves the building of specialized test equipment and ongoing sustainment services for F/A-18 aircraft electronic protection capabilities. The Government intends to award this contract as a sole-source effort under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, justifying the single-source award based on the contractor's status as the original developer and exclusive provider of the required proprietary technology and specialized expertise. The evaluation will focus on the contractor's requisite knowledge, experience, and technical data necessary to ensure continued operational effectiveness and cost-effective sustainment on a timely basis. The deadline for responses and inquiries is February 4, 2026, with all questions to be directed to Contract Specialist John Ryan at john.j.ryan390.civ@us.navy.mil. This notice explicitly states that no competitive proposals will be solicited and no contract award will be made based on responses to this pre-solicitation notice.

This procurement carries no set-aside designation and is directed toward Pioneering Decisive Solutions (PIDESO), the original developer and sole provider of the proprietary technology required for the ALR-67(V)3 systems. The Government has determined that award to any other source would result in substantial duplication of costs not expected to be recoverable through competition, further justifying the sole-source procurement approach. No specific award value or budget range is disclosed in this pre-solicitation notice. Companies interested in subcontracting opportunities are encouraged to contact PIDESO directly rather than responding to this notice. The procurement falls under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC code 6625 (Electrical and Electronic Properties Measuring and Testing Instruments), reflecting the specialized nature of the equipment and services involved.

Notice text

Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a sole source contract to Pioneering Decisive Solutions (PIDESO).

This effort is for the building of the ALR-67(V)3 Advanced Test and Check (ATAC) ATAC Bench. The scope of this effort will also include support, upgrades and systems enhancements for the ATAC systems, specifically the Advanced Test and Check-Out (ATAC-4) systems for the ALR-67(V)3 lab located in Jacksonville, Florida.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.

PIDESO is the original developer and sole provider of the proprietary technology and specialized expertise required to ensure continued sustainment, operational effectiveness, and electronic protection capabilities for F/A-18 aircraft. Therefore, PIDESO is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.

The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be submitted by February 4, 2026. Companies interested in subcontracting opportunities should reach out to PIDESO directly at john.kemna@pideso.com
