About this opportunity

The Naval Air Warfare Center Weapons Division intends to award a sole-source contract to Raytheon Company for systems and software engineering services supporting the full life cycle of the ALQ-249 Next Generation Jammer (NGJ) and Advanced Electronic Warfare (EW) subsystem, with capability statements due by June 16, 2026.

The procurement is justified under FAR 6.103-1 (only one responsible source); Raytheon is the sole designer, developer, OEM, and supplier of the NGJ-MB for the Navy EA-18G aircraft and holds the incumbent contract N6893621D0009. The scope encompasses domestic, foreign military sales, and domestic/foreign cooperative development efforts, including engineering and test support for the ALQ-249 NGJ currently deployed on the EA-18G. Work includes continuous integration, delivery, and deployment software support for NGJ pod integration; requirements analysis, design, development, integration, testing, training, and tools related to ALQ-99, ALQ-249, NGJ Low Band, and advanced EW initiatives. Place of performance is Point Mugu, California. A Facility Clearance to the level of Top Secret is required. Raytheon's sole ability to ensure interoperability between software and hardware systems during ongoing changes, upgrades, and system enhancements justifies the sole-source determination.
