About this opportunity
The Naval Air Systems Command (NAVAIR), acting on behalf of the Commander Fleet Readiness Center (COMFRC), intends to procure two Aluminum Oxynitride (ALON) Sensor Windows through a sole source contract with Surmet Corporation of Burlington, Massachusetts. The contractor must manufacture, test, and deliver these specialized sensor windows in accordance with Raytheon Drawing 6661291, which carries Distribution Statement D restrictions limiting access to Department of Defense and DoD contractors only. This procurement falls under NAICS code 336419 for Other Guided Missile and Space Vehicle Parts and PSC code 4931 for Fire Control Maintenance and Repair Shop Specialized Equipment. The sole source justification is based on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The pre-solicitation notice was posted on September 19, 2025, with a due date of October 3, 2025, though this appears to be for vendor interest notifications rather than formal proposals.
This opportunity is designated as a Total Small Business set-aside and will be structured as a firm fixed price non-commercial contract. Surmet Corporation holds the CAGE code 1J2V3 and is identified as the sole source vendor due to their proprietary ownership of the ALON material technology, while the window design specifications remain proprietary to Raytheon. The contract requires delivery within 365 days after award, with performance taking place at the Fleet Readiness Center Southeast at Naval Air Station Jacksonville, Florida. The Government has explicitly stated that it does not intend to fund the development or qualification of alternative sources for this requirement, emphasizing the specialized nature of the ALON material and the substantial work required. No specific contract value is mentioned in the pre-solicitation notice, though interested vendors may identify their capability to respond to similar requirements for future opportunities.
