About this opportunity

The Department of the Army's MICC Fort Hood is procuring one all-terrain vehicle (ATV) to support range operations and emergency medical services through solicitation W91151-25-Q-A044. The vehicle must be a Utility Task Vehicle with specific technical requirements including an 800cc, 40HP liquid-cooled engine, 12-inch ground clearance, LED emergency lights, on-demand 4x4 drive capability, and a 4,500-pound synthetic rope winch. Key operational specifications include a 1,275-pound payload capacity, 3-passenger seating, 2,500-pound towing capacity, fully enclosed cab with air conditioning and heating, platform for stretchers, attendant seat, and 50 mph top speed. The contracting officer intends to make a firm-fixed-price award without discussions, though reserves the right to conduct discussions if in the government's best interest. All questions must be submitted by September 17, 2025, with the solicitation closing at 12:00 PM Pacific Standard Time on September 19, 2025.

This procurement is designated as a 100% Total Small Business Set-Aside under NAICS code 441227 (Motorcycle, ATV, and All Motor Vehicles Dealers) with a business size standard of $40 million. The set-aside is contingent upon receiving responses from two or more qualified small businesses. The contract is for a single all-terrain vehicle that must include a 2-year parts and labor warranty. Performance will take place at Fort Cavazos, Texas 76544, where the vehicle will be used for range operations due to terrain limitations and GSA's strict guidelines regarding ambulance and first responder vehicle use off paved roads. The solicitation document does not specify the contract value or identify any incumbent contractors, but emphasizes the vehicle's dual purpose for both operational range support and emergency medical evacuation capabilities in challenging off-road environments.
