About this opportunity
The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intent to procure four All-Terrain Vehicles (ATVs) for the National Product Testing and Evaluation Center (NPTEC) on a sole-source basis. The procurement targets JT Motorsports in Frederick, Maryland, as the preferred vendor for specialized training and equipment needed to safely perform testing operations. The solicitation involves acquiring both new and used Suzuki King Quad 500cc ATVs to replace the current fleet of training vehicles that are beyond their serviceable life. CPSC engineering staff requires these vehicles for staff development and training purposes, with the distributor expected to provide units from their existing inventory. The procurement will be conducted as a simplified acquisition under FAR Subpart 12 and 13 procedures, with the authority derived from FAR 6.302-1 and 41 U.S.C. 253(c)1.
The primary objective of this Special Notice is to maintain NPTEC's capability to train and maintain skill levels of multiple ATV operators who evaluate regulatory and investigated samples. Interested contractors must submit capability statements demonstrating their ability to meet the requirements by 2 pm EST on July 22, 2025, via email to the Contract Specialist at fpritchett@cpsc.gov. While this is intended as a sole-source procurement, any firm believing it can supply the required services may submit written notice with supporting evidence in sufficient detail. The procurement requires vendors to be within an acceptable geographic range for maintenance and warranty services, with a preference for locations within 50 miles of Rockville, Maryland. The solicitation is issued "Subject to Availability of Funds," meaning no binding contract can be executed until written fund approval is received, and the government retains sole discretion in determining whether to proceed with competitive procurement based on responses received.
