About this opportunity
The Department of Justice Bureau of Prisons seeks 400,000 pounds of hay (alfalfa and oat, in specified bale sizes and quantities) for delivery to UNICOR Federal Prison Industries at its Lompoc, California facility, with proposals due July 22, 2026. The procurement is a total small business set-aside under a firm-fixed-price contract, NAICS 424910 (Farm Supplies Merchant Wholesalers).
Place of performance is Lompoc, California. All hay must meet detailed nutritional specifications including minimum crude protein levels, acid detergent fiber percentages, and total digestible nutrients ranges; contractors must submit hay analysis for approval by the Farm Supervisor and contract nutritionist prior to award. Delivery is FOB Destination to 3901 Klein Boulevard, Lompoc, California 93436, within 30 days of contract award. Delivery receiving hours are 7:00 AM to 2:00 PM Monday through Friday; 24-hour advance notice is required. Round bales are prohibited; all hay must be square bales only. Non-conforming supplies will be rejected and returned at the vendor's expense.
Evaluation uses Lowest Price Technically Acceptable methodology with technical specifications weighted as significantly more important than price. Offerors must be registered in SAM.gov and provide UEI number and business size classification. Amendment #2, effective July 20, extends the deadline to July 22 at 2:00 PM EST and clarifies delivery logistics, including that government personnel will handle truck unloading and partial delivery over multiple trips is acceptable. Contracting Officers are Chad Privett (chad.privett2@usdoj.gov) and Joshua Hassler (Joshua.hassler2@usdoj.gov).
