About this opportunity

The Department of the Air Force Air Combat Command has issued a Special Notice for the repair and maintenance of the Airfield Lighting Control System (ALCS) at Offutt Air Force Base. This requirement will be awarded as a sole source to ADB Safegate, the original installer of the ALCS, due to the proprietary equipment and software needed to maintain the cybersecure platform information technology (PIT) system.

The purpose of this Special Notice is to procure an ADB Safegate Approach Light Sequence Flasher Master Control Cabinet and Individual Control Cabinet to perform FAA-mandated preventive maintenance on the ALCS, including updating graphics to a new airfield location and programming a future switch to control a new East gate signal. The work must comply with various building codes, standards, and regulations. The contract is estimated to be approximately $0, and the deadline for responses is September 17, 2024. Only ADB Safegate, as the original installer and the only vendor capable of updating the existing ALCS software, is eligible to participate in this sole source procurement.

Special Notice. 55 CONS plans to award this requirement as a sole source requirement due to the propreitary equipment and software that is required for the maintnenace of the Air Field Lighting and Control System.

Contractors must Provide the parts, installation, programming, and troubleshooting to perform FAA mandated preventive maintenance on Airport Lighting Control and Monitoring System (ALCMS). Update graphics to new airfield location and program a future switch to control new East gate signal. Project includes, but is not limited to, the following work elements. The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan.  No alterations, additions, or deletions shall be made unless by prior approval of the Contracting Officer (CO). All work will meet the International Building Code, Uniform Plumbing Code, National Electrical Code, AFI, FAA advisory circular, UFC, UFGS, ASME, ASTM, ASHRAE, ETL, NFPA 72 and any other applicable code requirement. The contractor shall maintain the work site in a clean and orderly manner so that the safest possible site is provided for workers and AF members. Work shall be completed in a neat, substantial, and competent manner.  The contractor shall only be responsible for cleaning up after his/herself. The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems.
