Section B: Description of the Supplies/Services Required

Procure an ADB Safegate Approach Light Sequence Flasher Master Control Cabinet and Individual Control Cabinet for programming, testing, and repair of system components to aid in overcoming system failures.

Section C: Justification for Soliciting from a Single Source or Brand Name

Justification is for Brand Name ADB Safegate. The Approach Light Sequence Flasher Master Control Cabinet and Individual Control Cabinet are only two components of hundreds that comprise the entire integrated Airfield Lighting Control System (ALCS.) The ALCS is holistically a Platform Information (PIT) Cybersecure system that is required to gain Authority to Operate (ATO) from the Air Force Chief Information Officer IAW AFI 17-101 RISK MANAGEMENT FRAMEWORK FOR AIR FORCE INFORMATION TECHNOLOGY. PIT is both hardware and software that is physically part of, dedicated to, or essential in real time to the mission performance of special purpose systems. Offutt's ALCS ATO is based on design/build with ADB Safegate hardware and software. Other brand names hardware and software components are not compatible with Offutt's ALCS and would result in inoperable, non-cybersecure system with resultant loss of the ATO. Component incompatibility would cause failures that will induce domino effect negative impacts to all 55th Wing Flying Missions including increased safety risk to all aircrews and aircraft.

The ALCS is holistically a Platform Information (PIT) Cybersecure system that is required to gain Authority to Operate (ATO) from the Air Force Chief Information Officer IAW AFI 17-101 RISK MANAGEMENT FRAMEWORK FOR AIR FORCE INFORMATION TECHNOLOGY. Offutt's ALCS ATO is based on design/build with ADB Safegate hardware and software. Other brand names hardware and software components are not compatible with Offutt's ALCS and would result in inoperable, non-cybersecure system with resultant loss of the ATO. Furthermore, in accordance with the U.S. Department of Transportation - Federal Aviation Administration AC 150/5345-56B, the ALCMS manufacturer must keep all software associated with the ALCMS under appropriate version control. Therefore, ADB SAFEGATE AMERICAS, LLC is the only vendor that can make system updates or changes to the existing ALCMS software version.

Section D: Efforts to Obtain Competition

Market research indicates ADB Safegate brand name specific components are exclusive to ADB Safegate. A sources sought was posted on sam.gov on 19 Aug 2024 to identify contractors with the capabilities to provide the preventative maintenance, including software upgrade, and program a switch for the east gate. The sources sought closed on 03 Sept 2024 and received zero responses. The FAA was contacted to request known contractors or companies who could perform the work, but no response was received. Eppley Airfield was contacted, but they do not use ALCMS. Lincoln Airport was contacted, they use a product from Eaton. 5 small business conducting business with the NAICS for this requirement were emailed on 04 September, only 1 responded, and they do not work on ALCMS. ADB Safegate was the original installer of the ALCMS, and provided a quote for this work in Dec of 23, but has since been purchased by The Carlyle Group. ADB Safegate still exists within The Carlyle Group, so my analysis and conclusion of this market research is that this requirement should be direct-awarded as a single-source to ADB Safegate, as other components from other companies will not work with existing components.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In order to avoid this type of sole source procurement the replacement of ADB products will be reevaluated during future total system reconstruction.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
