About this opportunity

The Department of the Army Corps of Engineers Engineering District Seattle awarded contract W912DW26PA113 to Alco Investment Company for $90,344.00 on September 18, 2026, for replacement copper alloy packing rings for Albeni Falls Dam Unit 1's turbine blade seals.

The award was made under other than full and open competition using the authority of 10 U.S.C. 3204(a) and RFO 6.103-2 (Unusual and Compelling Urgency). Unit 1's main generating unit was offline for scheduled maintenance when the project crew discovered the original packing rings were severely distorted and cracked from previous repairs, age, and mechanical wear; refurbishment was not feasible. Alco Investment Company was the sole source able to meet the urgent timeline, possessing required naval brass plate material in stock and capable of manufacturing the components in five working days using an alternative water-jet cutting fabrication method, compressing standard lead time from three to four months into less than two weeks. The contracting officer determined the cost fair and reasonable. The urgency stemmed from environmental, financial, operational, and safety impacts of Unit 1's offline status, including loss of generation revenue, elevated toxic gas levels, disrupted winter power operations across the Federal Columbia River Power System, and safety risks from excessive spillway gate operations.

Notice text

This contract action was awarded under other than full and open competition using the authority of 10 U.S.C. 3204(a); RFO 6.103-2 (Unusual and compelling urgency).

Albeni Falls Dam's Unit 1 main generating unit is currently offline for scheduled maintenance and replacement of its turbine blade seals. During unit disassembly, the project crew discovered that the original copper alloy packing rings were severely distorted and cracked as a result of previous repairs, age, and long-term mechanical wear. Because of the extent of this physical damage, refurbishing or repairing the existing rings is not feasible, requiring a complete replacement to restore the unit to service. The contractor was able to meet the urgent timeline to get Unit 1 back in services as soon as possible. See Justification attached.

Awarded contract W912DW26PA113 to Alco Investment Company for 90344.00 on 2026-09-18.
