About this opportunity
The VISN 20 Network Contracting Office in Vancouver, Washington, is soliciting quotes on behalf of the Alaska VA Healthcare System for psychological testing of police applicants and ad-hoc neuropsychological testing of VA employees, with quotes due October 30, 2026 at 9:00 a.m. Pacific. The procurement is a Total Small Business set-aside.
Amendment 0001, posted October 26, 2026, extends the closing date from October 20, 2026 and answers 22 offeror questions. Quotes go to brian.millington@va.gov and must include an executed SF 1449, pricing, a technical capability demonstration, and past performance information. NAICS is 621330 and PSC is Q519.
Place of performance is Anchorage, Alaska 99504. The Government may conduct evaluations by secure, real-time telehealth at its discretion, and in-person evaluations occur at an Anchorage-area clinical location when clinically necessary or requested. The scope covers initial, annual periodic, and ad-hoc evaluations, with the Government estimating approximately 15 police applicant evaluations and 19 annual exams per year during the base period and similar quantities in option years. The base period runs November 1, 2026 through October 31, 2027, with four one-year options through October 31, 2031. The Government contemplates a firm-fixed-price award. No wage determination is attached; the Contracting Officer will determine applicability.
Personnel must be licensed psychologists, board certified or board eligible with completed residencies, holding current unrestricted licenses and proficiency in English. Neuropsychological evaluators must hold training and credentials beyond basic licensure. All personnel require medical executive board review and VA facility director approval before starting work. An established healthcare services organization may serve as prime with clinical coordination and quality assurance responsibilities, provided licensed, VA-approved psychologists perform the evaluations. Testing instruments are not specified and will be based on referral requirements and evaluating psychologist clinical judgment. Reports are due within five business days of examination completion via secure fax, appointments must be scheduled within two weeks of request, and the first examination request arrives within 30 days of award.
Evaluation is based on technical capability, past performance, and price, and the Government will select the offer representing best overall value rather than necessarily the lowest price.
