About this opportunity
The U.S. Army Corps of Engineers, San Francisco District, seeks sealed bids for repair of flood control channels damaged by atmospheric rivers in Alameda County, California, with bids due May 11, 2026, at 12:00 PM PDT. This is a total small business set-aside (size standard $45,000,000) issued as an Invitation for Bids for a single firm-fixed-price contract.
Place of performance is Alameda County. The work scope comprises Phase 2 (21 repair sites, base contract for 2026) and Phase 3 (20 repair sites, optional work exercisable by April 13, 2027). Repairs restore earthen channel slopes to original 2H:1V grades on six waterways—Arroyo de la Laguna, Arroyo del Valle, Alamo Canal/Creek, Arroyo Mocho, South San Ramon Creek, and Tassajara Creek—using rock slope protection, gravel filter layers, engineered fill, and hydroseeding with native grasses. Channel heights range from 15 to 30 feet. Damages occurred between December 2022 and March 2023.
The estimated construction value is between $10,000,000 and $25,000,000. Base contract performance is 202 calendar days following notice to proceed; Phase 3 adds an additional 202 calendar days starting May 13, 2027, if exercised. Performance is restricted to the June 15 to October 15 environmental work window. A mandatory site visit is scheduled April 20, 2026, at 9:00 AM in Pleasanton, California.
Contractors must mobilize within 15 days of notice to proceed and provide a qualified superintendent with minimum ten years' construction experience, qualified environmental manager, biological monitor, fisheries biologist for in-water work, and archaeological monitor. Compaction testing requires minimum 92 percent relative compaction per ASTM D1557. Bid bonds are 20 percent of bid price or $3,000,000 maximum; performance and payment bonds equal 100 percent of contract price. Liquidated damages are $3,200 per calendar day of delay. NAICS 237990, PSC Y1PZ. Contact Logan Champlin at logan.champlin@usace.army.mil.
