About this opportunity
This Special Notice from the Defense Logistics Agency Energy concerns the extension of contract SPE602-20-D-0504 for bulk fuel requirements. Only ADNOC is eligible to participate as the singular source able to provide the required fuel within the UAE as specified. The objective is to fulfill DLA Energy's bulk fuel needs at Al Dhafra Air Base for the extension period.

This is a synopsis for an extension to contract SPE602-20-D-0504 between the US Government and the Abu Dhabi National Oil Company for Distribution (ADNOC). United Arab Emirates (UAE) Laws (13 of 1973, 4 of 1976) and Abu Dhabi Laws (7 of 1971, 8 of 1978, 1 of 1988) specifies that ADNOC is solely authorized to produce, refine, store, and market refined petroleum products in Abu Dhabi. The contract action is for bulk fuels requirement for an estimated 5,000,000 USG of JP8 conforming to MIL SPEC MIL-DTL-83133J, NSN 9130-01-031-5816. The petroleum products shall be delivered Free on Board (FOB) origin by a combination of tank truck and pipeline to Al Dhafra Air Base, Abu Dhabi.
The contract action will be executed on an other than full and open competition basis in accordance with Federal Acquisition Regulation (FAR) 6.302-2, Unusual and Compelling Urgency.
ADNOC has been identified as only one source authorized to supply this fuel requirement within United Arab Emirates (UAE).
The extension of DLA Energy’s contract with ADNOC will be for 6 months. The contract’s period of performance expires on April 30, 2023 with a 30-day carry-over period for delivery.
