About this opportunity

The U.S. Army Corps of Engineers Fort Worth District is preparing to procure design and construction of an addition/alteration to the Akeroyd Blood Donor Center at Joint Base San Antonio, Fort Sam Houston, Texas, with a sources-sought deadline of October 2, 2026, and anticipated solicitation release in December 2026.

The Government intends to use a Progressive Design-Build Other Transaction Agreement under 10 U.S.C. § 2808a with a fixed Construction Cost Limitation of $33.97 million. The facility is a two-story, 15,750-square-foot structure designed to support 60–80 blood donations daily and provide collection, processing, and storage of blood products including packed red blood cells, whole blood, frozen plasma, and liquid plasma for Brooke Army Medical Center's Level 1 Trauma Center and the Armed Services Blood Program.

Required submittals include a five-page Capabilities Statement demonstrating single-project bonding capacity of at least $40 million and aggregate bonding capacity of $50 million, plus evidence of up to three comparable design-build projects involving medical or related facilities completed within the past five years. Firms must also complete a Market Intelligence questionnaire addressing contract vehicle preference, budget realism, cost drivers, long-lead equipment risks (generators, custom air-handling units, electrical switchgear, specialty laboratory equipment), local labor constraints, and value priorities including durability, life-cycle costs, energy efficiency, and mission functionality.

Performance occurs at Fort Sam Houston; all personnel require NCIC background checks. The project includes a 750-kW emergency generator, site remediation, and coordination with privatized utility providers. Award is anticipated in June 2027, with a 730-calendar-day performance period from Notice to Proceed. Clarification questions are due September 14, 2026. Neither traditional nor non-traditional defense contractors are restricted.
