About this opportunity

The Federal Highway Administration intends to solicit bids for reconstruction and paving of Riley Creek Campground roads in Denali National Park, Alaska, with a tentative solicitation release in Fall 2026/Winter 2027 and fixed completion date of Fall 2027. This is a full and open competitive procurement with no set-aside.

Work is performed at Riley Creek Campground, located approximately 125 miles southwest of Fairbanks, Alaska, and includes roadway segments within three campground loops, the park road at mile post 14.8, USPS parking lot, mercantile parking lot, and frontage road. Total project length is 2.02 miles. The scope encompasses asphalt milling, grading, minor drainage improvements, subgrade stabilization, base reconstruction, asphaltic concrete paving (4-inch compacted depth), striping, and pavement repairs across multiple segments: Main Access Road, Riley Creek Loop Bear, Loop Wolf, Loop Caribou, and PATH Connector.

All material sources and materials incorporated into the work must be certified as free from noxious weeds and invasive plants by a federal, state, or local public agency, or through the North American Weed Free Forage Program standard or similarly recognized certification. Contractors must arrange for weed inspections during fall to determine acceptable sources.

Estimated contract value is between $5 million and $10 million. Prospective bidders are encouraged to view the project site during fall when conditions permit; solicitation will be advertised during winter when snow may prevent access and no Federal Highway Administration personnel will be available for site tours. Full solicitation documents will be posted to SAM.gov. Technical questions should be directed to wfl.plansspec@dot.gov; general questions to wfl.contracts@dot.gov or 360-619-7520.
