About this opportunity
The U.S. Fish and Wildlife Service, Kenai National Wildlife Refuge, seeks quotations under Request for Quotation 140FF027Q0062 for a high-resolution airborne photogrammetric camera system, with quotations due November 10, 2026 at 12:00 PM EST. No set-aside is used.
The procurement is a commercial-item buy classified under NAICS 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, and PSC 1680, Miscellaneous Aircraft Accessories and Components. Delivery is FOB Destination to Soldotna, Alaska, within 60 days of order receipt, with a period of performance from November 10, 2026 through March 10, 2027. The 12-line-item requirement includes two Phase One iXM-GS120 camera bodies, two Rodenstock 150 mm aerial lenses, a Trimble Applanix AP+ 18 Air GNSS receiver, a Phase One iX Controller MK6, a 21-inch operator monitor, iX Plan and iX Flight Pro software licenses, cables, an AC power supply, and shipping. Cameras require a minimum 120-megapixel global-shutter CMOS sensor at 12,768 x 9,564 pixels and continuous acquisition at 2 frames per second. The controller must synchronize at least four cameras and include a minimum of 64 GB RAM and 8 TB storage. The GNSS/inertial system must deliver post-processed accuracy of 0.020 m horizontal and 0.050 m vertical, compatible with Applanix POSPac MMS. Approved equals meeting or exceeding the salient characteristics may be substituted for reference products. The contractor must supply all connectors, adapters, licenses, dongles, manufacturer documentation, and current software and firmware, and must notify the recipient no later than three days before delivery.
Evaluation uses Technical Acceptability (Pass/Fail), Past Performance (Pass/Fail), and Price (reasonableness). Award goes to the lowest-priced technically acceptable offeror with acceptable past performance, without discussions unless the Contracting Officer determines them necessary. The Government reserves the right to award by item or group of items, make multiple awards, and reject any or all offers. Anticipated award is three days after the close of the announcement.
Quotations must be emailed on official business letterhead to Carter Duke at carter_duke@ios.doi.gov and must include a completed FAR 52.212-3 (Offeror Representations and Certifications). Offers above the micro-purchase threshold require SAM registration and a unique entity identifier.
