The VA will evaluate any responses received but reserves the right to make a sole source award at its discretion. No subcontracting is anticipated under this potential award.

NOTICE OF INTENT TO SOLE SOURCE

Services: Laboratory Services

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS

The Department of Veteran Affairs (VA), VISN 5 Network Contracting Office intends to award a sole source contract for the Baltimore VA Medical Center, 10 North Greene Street, Baltimore, Maryland 21201. This proposed contract action is for Laboratory Services.

Government intends to award firm fixed-price contract to The University of Maryland, A James Clark School of Engineering Fischell Department of Bioengineering. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements.

The Contracting Officer has determined that the circumstances of the contract action deem that only one source can provide the Laboratory Services to maintain mouse colonies and induce experimental autoimmune encephalomyelitis in selected animals to model MS ex vivo and in vivo . A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement no later than September 8th, 2023 at 2:00pm EST. Any interested party that believes they can fulfill this requirement should submit supporting evidence to be reviewed. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Cassie White, cassie.white@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No cost to the government will arise as a result of contractor submissions of responses to this announcement or the government use of such information. Interested parties are responsible for adequately marking proprietary or competitively sensitive information contained in their response. No sub-contracting opportunity is anticipated.
