About this opportunity
The U.S. Army Corps of Engineers Wilmington District is seeking a small business contractor to perform subsurface investigation services at Disposal Area 64, located near Swansboro, NC. The project requires conducting nine cone penetrometer test (CPT) soundings to depths of 60 feet below ground surface within an 18-acre area at the intersection of the White Oak River and Intracoastal Waterway. The primary objective is to collect raw CPT data including tip resistance, sleeve friction, friction ratio, and pore pressure measurements to support a slope stability analysis for a potential dike raise. The contract will be awarded using a lowest-price, technically acceptable methodology, with quotes due by 3:00 PM Eastern Time on March 13, 2025. Submissions must be made electronically via email to Rosalind M. Shoemaker, with both price and technical proposals required in PDF format.
The solicitation is a 100% small business set-aside under NAICS code 541360 with a small business size standard of $28.5 million. The project involves waterborne transport of equipment to the site, limited vegetation clearing, and coordination with USACE for sounding locations. Contractors must provide all necessary labor, equipment, and materials to complete the required work, with a performance period of approximately 90 calendar days. The site is located 2,100 feet north of Huggins Island in Onslow County, North Carolina, and requires specialized equipment capable of operating in loosely consolidated field conditions. A mandatory site visit was scheduled for March 3, 2025, at the Cedar Point boat ramp, with contractors required to have a Level 3 Site Safety and Health Officer with at least three years of drilling safety experience. The contract will be awarded on a firm fixed-price basis, with the primary deliverables being CPT logs and raw data to support USACE's engineering analysis.
