About this opportunity

This pre-solicitation notice seeks proposals to provide airfield management services at Laughlin Air Force Base in Del Rio, Texas. The Department of the Air Force Air Education and Training Command will issue a solicitation between April and May 2022 seeking a contractor to provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform airfield management services in accordance with the attached draft performance work statement for the period of 1 October 2022 through 30 September 2027. Proposals will be evaluated based on the requirements set forth in the final performance work statement and the solicitation. The closing date for proposals will be included in the forthcoming solicitation.

The acquisition is set aside 100% for Service-Disabled Veteran-Owned Small Businesses. The applicable NAICS code is 488119 - Other Airport Operations, with a small business size standard of $35 million. The period of performance includes one base year and four option years, extending to 30 September 2027 if all options are exercised. The pre-solicitation notice does not include budget or award value information.

Notice text

This notice is being completed to meet the requirement in Federal Acquisition Regulation (FAR) 5.101(a)(1). This is NOT a solicitation. The upcoming acquisition is for non-personal services to provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform Airfield Management Services (AMS) in accordance with the Performance Work Statement (PWS).

The proposed period of performance for the base year is, 1 Oct 2022 - 30 Sep 2023, with four one-year option periods which are, Option Year 1: 1 Oct 2023 – 30 Sept 2024, Option Year 2: 1 Oct 2024 – 30 Sept 2025, Option Year 3: 1 Oct 2025 – 30 Sept 2026, Option Year 4: 1 Oct 2026 – 30 Sept 2027; with the included 52.217-8 Clause, the total period of performance will not exceed 66 months. The Government is not obligated to exercise any options. If any option is exercised, the Government will follow procedures IAW FAR 52.217-9 and FAR 52.217-8 accordingly. 

The acquisition will be 100% set aside for Service- Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) code for this acquisition is 488119 and the applicable small business size standard is $35M.

The upcoming solicitation will be based on FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Commercial Items).

The solicitation, Request for Quote (RFQ), may be posted anytime during the month of April- May 2022 timeframe, and will be available via http://www.sam.gov.

Government reserves the right to either include or not include a site visit within the RFQ.  Maps will be provided within the RFQ, however, if any interested vendor believes there is added value in a site visit, please send the email to POCs listed in this notice. In your response, include a brief rationale on what the added value is for a site visit.

All prospective offerors must be registered in the System for Award Management (SAM) to award. Registration may be accomplished at website, https://www.sam.gov.

The Attached DRAFT PWS only serves for planning purposes.  The attached DRAFT PWS is subject to changes; many, some or no changes may occur by the time the finalized PWS is posted within the solicitation. The Government Furnished Property (GFP) spreadsheet referenced in the DRAFT PWS will not be posted at this time, and will be included within the RFQ. 

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any Quote preparation cost. The Government reserves the right to cancel the solicitation either before or after the solicitation closing date.
