About this opportunity
The United States Air Force 316th Contracting Squadron intends to award a sole source firm-fixed price modification to ADB Safegate for refreshing existing hardware as part of the Airfield Lighting Control and Monitoring System (ALCMS) at Joint Base Andrews. The procurement falls under NAICS code 488119 (Other Airport Operations) and involves lighting fixtures that must meet specific UFC requirements outlined in the attached documentation. Market research conducted by the Air Force determined that no other manufacturer can provide the required lighting fixtures that satisfy the agency's technical specifications. While this is a sole source procurement under FAR 6.302-1 ("Only One Responsible Source"), the government will consider capability statements from all responsible sources who respond by 4:00 PM EDT on September 4, 2025. The Air Force reserves the right to determine whether to compete this acquisition based on responses received, though no competitive proposals are being requested at this time.
This procurement does not utilize any set-aside designations and specifically targets ADB Safegate as the incumbent contractor whose equipment and software are currently deployed at Joint Base Andrews. The size standard for this acquisition is $40 million, though no specific award value or budget range has been disclosed in the notice. The modification represents a hardware refresh of existing systems rather than a new installation, indicating ongoing maintenance and modernization of critical airfield infrastructure. Interested parties must reference solicitation number FA286025Q6022 when submitting responses, and the government has indicated it will not conduct capability briefings or reimburse companies for information provided. If no responses are received by the September 4 deadline, the Air Force will proceed with awarding the contract directly to ADB Safegate.
