About this opportunity

The U.S. Department of the Navy, Naval Research Laboratory (NRL) Contracting Division intends to award a sole source contract to 3RGI for Aircraft Repair, Modification Oversight, and Integration Management Support services for the U.S. Navy's Scientific Development Squadron ONE (VXS-1) at Naval Air Station Patuxent River, Maryland. The services encompass comprehensive program management, technical oversight, and integration support for two Beechcraft King Air 350 Extended Range aircraft currently undergoing restoration at an FAA-certified Part 145 Repair Station. The Contractor will serve as the primary program integrator, responsible for managing execution of maintenance and modification activities, coordinating with the repair station, maintaining configuration control, and ensuring compliance with FAA regulations, NAVAIR airworthiness policy, and original equipment manufacturer requirements. The evaluation will assess the Contractor's ability to manage structural and system repairs, oversee interior modifications and avionics work, coordinate landing gear overhaul and antenna relocation, and support installation of winglets and Starlink antennas. Firms interested in this opportunity must submit written notification to the Contracting Officer by April 24, 2026, demonstrating sufficient detail regarding their capability to comply with the requirements; responses will be evaluated at the Government's discretion, which retains sole authority to determine whether to compete the procurement.

This procurement is not subject to any set-aside designations, with 3RGI identified as the current incumbent contractor. The contract encompasses a baseline restoration phase for two aircraft with tail numbers FL-450 and FL-388, along with two optional contract periods for additional Science and Technology modifications including installation of Supplemental Type Certificates such as belly radomes, hard points, antenna systems, extended nose modifications, and specialized aircraft systems. The Contractor must manage all STC-related activities, maintain technical data and configuration management, support Government audits, ensure traceability between modifications and authorization bases, and comply with DoD and Navy security requirements. All work must be verified through Part 145 Repair Station documentation and approved by NAVAIR Engineering Class Desk supporting PMA-207 prior to return-to-service. The specific award value and contract duration are not disclosed in this pre-solicitation notice; however, the scope encompasses comprehensive restoration and modification support activities spanning multiple contract phases.
