About this file

This is a Statement of Work (SOW) for Aircraft Repair, Modification Oversight, and Integration Management Support for the U.S. Navy's Scientific Development Squadron ONE (VXS-1) at Naval Air Station Patuxent River, Maryland.

The SOW covers comprehensive program management, technical oversight, and integration support for two Beechcraft King Air 350 Extended Range (KA350ER) aircraft, tail numbers FL-450 and FL-388, currently undergoing restoration at an FAA-certified Part 145 Repair Station. The baseline restoration phase includes structural and system repairs, interior modifications, avionics work, landing gear overhaul, antenna relocation, and installation of winglets and Starlink antennas. The Contractor will serve as the primary program integrator responsible for managing execution of maintenance and modification activities, coordinating with the repair station, maintaining configuration control, and ensuring compliance with FAA regulations, NAVAIR airworthiness policy, and OEM requirements. Two contract options are included to perform additional Science & Technology modifications on the baseline-configured aircraft, including installation of various Supplemental Type Certificates (STCs) such as belly radomes, hard points, antenna systems, extended nose modifications, specialized alternators, DC power distribution systems, and aircraft painting. The Contractor must manage STC-related activities, maintain technical data and configuration management, support Government audits, ensure traceability between modifications and authorization bases, and comply with DoD and Navy security requirements. All work must be verified by Part 145 Repair Station documentation and approved through NAVAIR Engineering Class Desk supporting PMA-207 prior to return-to-service. The Government (VXS-1) retains final authority for acceptance of completed work and approval of major technical decisions.

STATEMENT OF WORK (SOW)

Aircraft Repair, Modification Oversight, and Integration Management Support U.S. Navy VXS-1

1. BACKGROUND AND PURPOSE

Scientific Development Squadron ONE (VXS-1), a subordinate command of the Naval Research Laboratory (NRL), conducts airborne Science & Technology (S&T) experimentation and advanced technology development. To conduct this type of work, the squadron flies and maintains several aircraft at the Naval Air Station (NAS) Patuxent River, MD (PAX). The squadron is in the process of replacing the retiring NP-3C aircraft with up to three, Navy owned, Beechcraft King Air 350 Extended Range (KA350ER, MC-12S) aircraft for the airborne S&T mission. The first of the three aircraft is nearing completion and will be delivered to VXS-1 in July 2026. The two aircraft addressed under this Statement of Work (SOW) are currently inducted at an FAA-certified Part 145 Repair Station where extensive work has already been completed to remove the prior US Army special mission modifications. The aircraft are currently in a non-airworthy status.

This SOW defines the requirements for a continuation of current efforts to return the aircraft to a baseline configuration and install S&T modifications specified. The requirement is to complete aircraft repairs, perform maintenance, install S&T modifications, maintain oversight, and provide integrated management of the process. The Contractor will lead the continuing integration effort in support of VXS-1 under this SOW and will be responsible for the proper repair, modification, maintenance, management, ground and flight testing of two KA350ER research aircraft until restorations and modifications are complete and the aircraft delivered to VXS-1 located at NAS Patuxent River, Maryland.

2. SCOPE OF WORK

The Contractor shall provide comprehensive program management, technical oversight, integration support, aircraft maintenance, repair and modification activities on two KA350ER in support of VXS-1’s requirements. This includes continuation of the oversight of return to baseline modifications, specific Supplemental Type Certificate (STC) and other repairs; modification STC incorporation, configuration management, regulatory compliance monitoring and progress reporting. Two contract options, if exercised, will provide the same level of management, oversite and direction for the S&T modifications required to be performed on the baseline configured aircraft, as directed by VXS-1

3. IDENTIFIED TASKS FOR RESTORATION AND OPTIONS

The following baseline table represents the known work needed to restore each of the two aircraft to a baseline airworthy configuration. The additional Option 1and Option 2 tables represent the desired work to incorporate specific modifications necessary to create configurations to support S&T projects in the KA350ERs and take advantage of STCs, engineering designs and other modification work done on the first aircraft.
