About this opportunity
Air Mobility Command is preparing to procure aircraft regulated garbage services (pick-up and disposal) at Travis Air Force Base, California, through a sources-sought RFI due May 11, 2026, with contract performance anticipated to begin October 1, 2026. This is not a set-aside, and the RFI does not constitute a binding commitment to award or solicit a future RFQ.
The requirement covers USDA-regulated garbage pickup and disposal for aircraft returning from international operations, with pickup frequency ranging from once to twice per week on an as-needed basis and an estimated annual volume of 15,000 pounds (100–300 pounds per pickup). The contractor must maintain USDA APHIS compliance and US Customs and Border Protection verification at 100 percent throughout the contract term. Services operate Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays. The contractor must not miss more than one pickup per month and must provide emergency pickup services on 24-hour notice (estimated four calls annually). The contractor shall furnish containers for storage and transport, ensure garbage is treated through incineration or sterilization per USDA Agricultural guidelines, provide detailed manifests for all pickups, and submit monthly invoices within two business days.
The anticipated contract spans one base year (October 1, 2026 to September 30, 2027) plus four optional one-year renewal periods through September 30, 2031, for a potential five-year total. Responders should submit capability statements, business information, CAGE code, and Unique Entity ID to rachel.gil@us.af.mil and clark.teninty.1@us.af.mil by May 11, 2026 at 12:00 p.m. Pacific Time.
