About this opportunity
The Federal Aviation Administration is soliciting proposals for Aircraft Pilot Coupling-Pilot Induced Oscillation (PIO) training services to be delivered to FAA Flight Test Pilots and Flight Test Engineers at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. The training program requires a minimum of 17 hours of ground instruction and 2.0 hours of flight instruction using turbine-powered aircraft with variable stability capability, designed for classes of four pilots and up to eight engineers. Contractors must demonstrate evidence of an approved FAA Part 121, 135, 141, or 142 training program, proof of aircraft or full flight simulator ownership, adequate training facilities, and qualified instructors. The contract will be awarded using lowest price technically acceptable criteria, with evaluation factors including training program approval, aircraft/simulator ownership, training aids and facilities, proposed training hours, and number of training days required. Technical and cost proposals must be submitted electronically to Shelley A. Howard at Shelley.A.Howard@faa.gov no later than 5:00 PM CDT on September 14, 2025, with late submissions being automatically disqualified.
This procurement does not utilize any small business set-aside designation and will be structured as a Fixed Price Requirements contract with a one-year base period and one four-year option period, potentially extending from October 25, 2025 through October 24, 2030. The solicitation documents do not identify any incumbent contractors or provide specific budget ranges for the anticipated award values. Each training class is estimated to accommodate 12 students total, with the specific training scheduled to occur on June 25, 2025, though this appears to be referenced as an example date within the performance work statement. The training will be conducted using specialized turbine-powered aircraft capable of variable stability operations, with each pilot receiving approximately two one-hour flights and engineers having access to observer seats during flight operations. Performance will take place within the United States, with the primary coordination occurring through the FAA Aeronautical Center in Oklahoma City under the oversight of the AAQ-740 Training & Aviation Acquisition unit.
