About this opportunity
The Mission and Installation Contracting Command (MICC) - Fort McCoy intends to procure Aircraft Medical Stretchers from Aviation Fabricators through a sole source, firm-fixed-price contract. These specialized stretchers must install directly into the aircraft seat tracks of C12 and UC-35 aircraft without requiring aircraft modifications and must meet FAA airworthiness standards and Army requirements for safety of flight. Aviation Fabricators, located at 805 N. 4th Street, Clinton, MO 64735 (CAGE 5APE9), has been identified as the only known source capable of providing these products that meet the required certifications. While this is not a competitive solicitation, all responsible sources may submit capability statements, proposals, or quotations demonstrating clear and convincing evidence of their eligibility and capability to provide these services. The deadline for written responses is 10:00 AM CDT on September 11, 2025, and interested parties must contact Contract Specialist Dustin Robertson at dustin.t.robertson4.civ@army.mil.
This procurement does not utilize any set-aside designation and operates under the simplified acquisition threshold authority per 41 U.S.C. 1901 and FAR 13.106-1(b). Aviation Fabricators appears to be the incumbent or intended sole source contractor based on their identification as the only known qualified supplier. The stretcher kits must be delivered within 90 days after contract award, though no specific award value or budget range has been disclosed in this pre-solicitation notice. All potential offerors must be registered in the System for Award Management (SAM) database to be eligible for contract award. If no qualifying responses are received by the September 11 deadline, the government will proceed with award to Aviation Fabricators without further notice.
