The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, with technical acceptability rated as either "acceptable" or "not acceptable," and past performance rated as "satisfactory," "neutral," or "unsatisfactory" based on prior federal contracts and performance data from sources such as the Coast Guard's Asset Logistics Management Information System. The original proposal deadline was January 16, 2026, but Amendment 0001 extended the closing date to January 23, 2026 at 12:00 p.m. EST, with all submissions required to be sent to Charles.E.Leslie2@uscg.mil with the solicitation number in the subject line.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a small business size standard of $40 million. The contract will be a firm-fixed price requirements contract with one one-year base period beginning May 1, 2026 and ending April 30, 2027, followed by four optional one-year renewal periods through April 30, 2031. Performance will take place primarily at Air Station Atlantic City in Egg Harbor Township, New Jersey, with additional staffing at Aviation Training Center Mobile in Alabama and transitional support for Joint Base Andrews in Maryland to maintain two alert aircraft on a 24/7 basis for Rotary Wing Air Intercept missions and U.S. Secret Service presidential protection operations. Contractors must comply with applicable wage determinations for each location, including specific hourly rates and fringe benefits established by the Department of Labor for Atlantic County, New Jersey, Mobile County, Alabama, and Prince George's County, Maryland. The contractor will be responsible for providing all personal protective equipment while the government will supply consumables such as lubricants, oils, and aircraft parts.
