About this file

This document is a Questions and Answers (Q&A) amendment for a U.S. Coast Guard (USCG) contract (Solicitation 70Z03825QS0000020) for aircraft maintenance services. The solicitation is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for aircraft maintenance and Aviation Life Support Equipment (ALSE) inspection at multiple locations, primarily transitioning from Air Station Atlantic City to Joint Base Andrews. The contract's base period is anticipated to start 1 May 2026, with a 12-month duration, and includes options for subsequent periods.

Key details include a firm-fixed price contract for Aircraft Mechanic I, Aircraft Mechanic II, and ALSE Inspector/Maintainer positions, with a requirement to maintain two alert aircraft at the National Capitol Region Air Defense Facility on a 24/7 basis. The government will provide consumables such as lubricants, oils, and parts, while the contractor must supply all Personal Protective Equipment (PPE). The contract will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation procedures, with all contractor personnel required to be in place within five calendar days after contract award. The staffing levels mirror the current contract, with no personnel currently located at Joint Base Andrews.

Item # Document Section Section Reference Question Response 1 General How soon is the Contractor required to ramp up? Contractor is expected to provide services immediately upon the contract effective date.

2 Schedule of Services The Schedule of Services provided by the Government has a calculation error in the OptPer4 tab at cell G18. Will the Government provide a corrected version of the file? Yes, the corrected Schedule of Services (Amended) file is attached to this amendment.

3 Terms and Conditions Wage Determination Will the Government provide the SCA Wage Determination and/or Collective Bargaining Agreement that applies to this solicitation?

Yes, Wage Determinations were left off the solicitation posting in error. See attached Wage Determinations (2015-4189, Rev 33; 2015-4605, Rev27; 2015-4281, Rev 35) to this amendment.

4 General Will the Government provide the date when full performance is expected to start for the 12-month base period? The contract base period is anticipated to be effective 1 May 2026.

5 General Is there a phase-in period? If so, how long is it, and is it expected to be before the start of the 12-month base period or during the 12-month base period? Phase-In procedures have been added to the PWS as Section 8 of the attached amended file.

6 Terms and Conditions 52.212-2 Technical Quote Can the Government please confirm that filled in provisions do not count toward the total page limit in the Technical Quote?

The required provisions identified in this solicitation should not be included in the Technical Quote and should be submitted as a separate document.

7 Terms and Conditions 52.212-2 Past Performance

The Terms and Conditions document includes three factors: Price, Technical Acceptability, and Past Performance on pp, 1-2. Can the Government please confirm whether past performance documentation is required within the Technical Quote or as a separate volume?

There is no requirement to submit past performance in response to this solicitation. Any information provided with a submitted quote is at the offeror's discretion and needs to be a standalone document.

8 Performance Work Statement 3.1.2 Program Manager (PM) Can one of the Aircraft Mechanic Level II employees provided by the Contractor for this work effort be designated and assigned as the Program Manager?

The USCG's expectation is that the PM will be fully offsite. Any alternative solution must be part of the offeror's quote and provided as part of their Technical Quote to be considered.

9 Schedule of Services Place of Location

We would appreciate clarification regarding the Schedule of Services for Options Periods 1, 2, 3, and 4. These Option Periods list Joint Base Andrews, MD, in the CLINs for Aircraft Mechanic I, Aircraft Mechanic II, and ALSE Inspector/Maintainer. In contrast, the Base Period lists Air Station Atlantic City, NJ, for these positions. Is this listing correct, or is it the government's intent to transfer the FTE billets from Air Station Atlantic City to Joint Base Andrews after the Base Period?

Please note that PWS Section 7.2 (Place of Performance) has a Note identified on page 13 of the document stating that the USCG anticipates position being located at Joint Base Andrews prior to or at the start of Option Period One. The current expectation is that personnel located at Air Station Atlantic City will transition to Joint Base Andrews, but that is subject to change.

10 Schedule of Services Estimated Hours For pricing purposes, could the government please provide the estimated hours associated with each FTE position?

This is a firm-fixed price contract. Estimated hours will not be provided and offeror's are to provide pricing based off the information provided in this solicitation.

11 Terms and Conditions 52.212-2 Basis of Award

Please confirm that award will be made to the lowest-priced, technically acceptable offeror with acceptable past performance and that offers will be evaluated in price order until the first technically acceptable offer with acceptable past performance is identified.

If any tradeoff or best-value considerations apply, please specify.

Quotes will be evaluated in accordance with the procedures identified in FAR provision 52.212-2, which states that LPTA evaluation procedures will be utilized.

12 Performance Work Statement 6.2 GFP

Please define consumables for this requirement. Does the contractor provide any aviation-related consumables such as engine/gearbox oils, hydraulic fluids, greases/lubricants, safety wire, tapes (e.g., 3M, speed tape), solvents/cleaners, rags/wipes, fasteners, or similar shop stock? If the Government provides some or all aviation consumables, please identify which items are Government-furnished versus contractor-furnished and the applicable sections/paragraphs.

Consumables provided by the Government would include office supplies, lubricants/oils/solvents/cleaners/fluids, and parts such as fasterners/snaps/tapes/safety wire required to complete assigned regular inspections and maintenance of aviation life support equipment.

13 Performance Work Statement 9 Environmental, Safety, and Occupational Health

Please confirm the required PPE items for contractor personnel (e.g., respiratory protection, hearing protection, gloves, steel-toed shoes/boots, safety glasses, protective clothing) and whether any items are Government-furnished versus contractor-furnished. If respiratory protection is required, please confirm whether medical clearance/fit testing is expected and cite the applicable standard.

Per PWS Section 9, "The Contractor shall provide all PPE (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.)." The USCG will not provide any PPE for this requirement. It is at the offeror's discretion if any medical clearances/fit testing is required.

14 Performance Work Statement Staffing Level

For market research and transition planning only, how many contractor FTEs (by location, if available) are currently performing the requirement at Air Station Atlantic City (NJ), Aviation Training Center Mobile (AL), Joint Base Andrews (MD), if currently supported. If FTE mix is not releasable, are position categories and coverage hours available?

Staffing Level identified in the Schedule of Services for the Base Period mirrors the current staffing level and location of personnel on the current contract. There is currently no personnel located at Joint Base Andrews (MD).

15 Performance Work Statement 52.212-1 Validity of Pricing

The PWS (Section 3.1) states all personnel shall be in place no later than five (5) calendar days after contract award. Given the 90-day validity period and the five-day "flash" mobilization requirement, will the Government provide a "Notice of Intent to Award" to allow for the finalization on contingent hires, or is the five-day requirement strictly following the formal award?

Per PWS Section 3.1, "All Contractor personnel shall be in place no later than (NLT) five (5) calendar days after contract award." This means that all personnel should be ready to start work no later than five (5) calendar days after contract award.

16 Terms and Conditions 52.212-2 Contract Type

There is an inherent conflict between a "Firm-Fixed Price" (FFP) and a "Requirements" contract for labor-based services where the Government controls the schedule. PWS Section 7.5 states work may fall outside standard hours, including nights and weekend, but employees shall work no more than 40 hours per week. If the Government's "requirements" necessitate shifting a 40-hour week into a Saturday/Sunday or night shift with less than 14-day notice mentioned in PWS 7.5, how will the Contractor be compensated for any required shift differentials or "on-call" status, given the monthly FFP CLIN structure?

Per PWS Section 1.1, Air Station Atlantic City has a requirement to maintain two (2) alert aircraft at the National Capitol Region Air Defense Facility on a 24/7 basis. This may lead to requirements where Contractor personnel are required to work outside their standard hours to support crucial USCG needs. These instances will be handled on a case-by-case basis to ensure Contractor personnel still work within their normal 40-hour work week. There will not be any overtime authorized for services to support this requirement.

17 Terms and Conditions 52.212-2 Past Performance

The document mentions "acceptable" past performance, but later defines a "neutral" rating as "neither negative nor positive assessment". In a Lowest Price Technically Acceptable environment, will an offeror with a "Satisfactory" rating by prioritized over an offeror with a "Neutral" rating if their prices are identical, or are "Satisfactory" and "Neutral" considered equal for the purposes of "Technically Acceptable"?

A Past Performance rating of Satisfactory does not hold more weight or merit than a rating of Neutral.

18 Terms and Conditions

Several FAR clauses (e.g., 52.212-1, 52.212-2, 52.212-4) cite an "August 2025" date and "Deviation 25-21". Given that the current date is in 2025, please clarify if these are standard DHS-specific deviations or if these are future-dated clauses that require specific compliance measures not yet defined in the current FAR.

There only DHS-specific deviated clause in the Terms and Conditions of this requirement is for Homeland Security Acquisition Regulation clause 3052.212-70. There are Any clause listed that states DEVIATION XX-XX (e.g., 52.240-92 Security Requirements (Aug 2025) (DEVIATION 25-23) is to align with the changes effective 28 November 2025, in accordance with the Revolutionary FAR Overhaul, as stated in the SAM posting.

19 Terms and Conditions 52.212-2 Technical Quote

Does the Government count an "Assumption and Exceptions" document or a "Quality Control Plan" toward the ten (10) page technical limit? If these documents are intended to be "incorporated at time of award", clarify is needed on whether they are considered part of the Technical Acceptability evaluation.

Any document (Assumption and Exceptions, Quality Control Plan, etc.) that an offeror is submitting to meet the requirements identified in the PWS in accordance with FAR clause 52.212- 2 will count towards their Technical Quote and will be required to be included in the 10 page limit identified.

20 Terms and Conditions 52.240-91 (c)(1)(ii)

This clause prohibits the use of certain drones starting December 22, 2025. As the H-65 maintenance scope is strictly for helicopters, please confirm that this prohibition applies only to Contractor-owned equipment and that there is no requirement for the Contractor to monitor or certify the USCG-owned H-65 aircraft against this specific FASC-prohibited list.

Please note section (c) of this clause applies to "Prohibition on unmanned aircraft systems manufactured or assembled by American Security Drone Act - covered foreign entities. There is no drone support required for this effort, so this section should not be applicable to any services rendered in.

21 Terms and Conditions 52.219-27

Section 52.212-2 mentions this is a competitive SDVOSB set-aside. However, PWS 3.84 mentions "flow down the safety requirements… to all Subcontracts/Subcontractors."

Will the Government confirm that the "Limitations on Subcontracting" (FAR 52.219-

14) applies, requiring the SDVOSB Prime to perform at least 50% of the cost of personnel?

Please see page 20 of the Terms and Conditions, which shows that FAR clause 52.219-14, Limitations on Subcontracting (Oct 2025) (DEVIATION 26-03) is applicable to this requirement.

22 Performance Work Statement Are AST (former USCG specialty code) personnel required for ALSE Mechanic, or are sister service MOS/AFSC authorized?

Please note there is no requirement for an ALSE Mechanic. The PWS and Schedule of Services reflect only Aircraft Mechanic I, Aircraft Mechanic II, and ALSE Inspector/Maintainer positions.

23 Performance Work Statement Is it the Government's expectation that the ALSE mechanic is an ALSE Mechanic I or Mechanic II per WD Occupation Code?

Please note there is no requirement for an ALSE Mechanic. The PWS and Schedule of Services reflect only Aircraft Mechanic I, Aircraft Mechanic II, and ALSE Inspector/Maintainer positions.
