Air Education and Training Command seeks repair services for two fire training facilities at Columbus Air Force Base, Mississippi, with proposals due June 22 and questions due June 15. Place of performance is Columbus, Mississippi (39710). The contractor must repair the Aircraft Fire Trainer Facility (Building 994) and the Structural Fire Training Facility (Building 993) within 30 calendar days of award. Building 994 work includes repairing 100 linear feet of bar grating and welding plate bridge on both sides of the fuselage; repairing the lower weir drain valve and installing a 20-foot French drain; welding the cracked steel plate at the passenger training point; removing and replacing the shipboard ladder to the control tower with a galvanized stair assembly; and repairing cracked inboard and outbound engine spires. Building 993 work includes repairing and replacing broken or cracked Maranite burn cell liners in burn cells 1 and 2; rehabilitating floors on the roof, third, and second levels with cleaning, etcher paint prep, and two coats of antioxidation paint with primer; installing fall protection chain in attic windows; and repairing the roof opening at rappelling points with stainless chain and locking carabiners. The contractor shall provide all management, labor, equipment, transportation, tools, and materials. Deliverables are shipped to 14 CES/CEF at 1024 Independence Avenue, Columbus, Mississippi. The contractor must comply with base access procedures under AFFARS 5352.242-9000. Offerors must submit a separate technical volume in PDF format limited to ten pages in both redacted and unredacted versions. Service Contract Act prevailing wage rates apply. Repair the Aircraft Fire Trainer, the requirements below.
1. General: This is a modification to the Aircraft Fire Trainer Facility contract to repair those items to get the Aircraft Fire Trainer Facility and the Structural Fire Training Facility repaired. The Government shall not exercise any supervision or control over the contract service providers performing the requirement herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Scope: Unless otherwise identified herein, the contractor shall provide all management, labor, equipment, transportation, tools, materials and other items necessary to repair the Aircraft Fire Trainer Facility and the Structural Fire Training Facility as defined in this Statement of Need.
1.2 Specific Tasks.
1.2.1. Building 994-Aircraft Fire Trainer Facility
1.2.1.1. Repair 100 linear feet of bar grating and welding plate bridge on the rescue and off rescue side of the fuselage.
1.2.1.2. Repair the lower weir drain valve and install a 20’ French drain.
1.2.1.3. Repair the cracked steel plate through welding at the passenger training point.
1.2.1.4. Remove and replace the shipboard ladder to the control tower access and replace with galvanized stair assembly from the sidewalk to the tower.
1.2.1.5. Repair cracked inboard and outbound engine spires.
1.3. Building 993-Structural Fire Training Facility
1.3.1. Repair and replace broken/cracked Maranite burn cell liner in burn cell 1 and 2.
1.3.2. Rehabilitate the floors on the roof, 3rd and 2nd levels. Clean floors, add etcher paint prep products, then coat floor with 2 coats of antioxidation paint with primer to seal metal floors.
1.3.3. Install fall protection chain in both the attic windows to prevent firefighter injury.
1.3.4. Repair the roof opening at repelling points with a stainless chain and locking carabiners.
2.0 Delivery: The vehicle is to be shipped to the Fire Department, 14 CES/CEF, 1024 Independence Ave, Blvd, building 998, Columbus AFB, MS 39710.
3.0 Security Requirements: Contractor must comply with the security requirements identified in AFFARS 5352.242-9000, Contractor Access to Air Force Installations and the Local Base Entry Procedures identified in the contract clauses.
