About this opportunity
This pre-solicitation notice seeks research and integration services for emerging sensor technologies to be installed on a Naval Research Laboratory P-3 test aircraft. The Naval Air Systems Command out of Lakehurst, New Jersey intends to negotiate non-competitively with Compass Systems of Lexington Park, Maryland. Services include development of radar, electro-optical/infrared, fusion engines, automatic target recognition and related intelligence sensors as well as manufacturing, installation and operator training support. Responses are due by August 6, 2020 to the identified contracting officer.
There is no set-aside designated for this requirement. The work involves research of targeting technologies with potential application to weapons delivery improvement. Estimated value is not provided, though the government retains discretion to compete the requirement should a response provide clear evidence competition would be advantageous.
Notice text
The Naval Air Systems Command (NAVAIR), Lakehurst, NJ intends to negotiate on a non-competitive basis with Compass Systems, Lexington Park, MD for the research of emerging technologies related to the targeting of enemy positions for improved weapons delivery into the Naval Research Laboratory (NRL) P-3 test aircraft. These technologies include Radar, Electro Optical / Infrared (EO/IR), fusion engines, automatic target recognition and other related intelligence gathering sensors. In addition, manufacturing, installation and training support for operation of the systems is also required.
The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Michael Miller at Michael.t.miller7@navy.mil. Responses to this notice must be submitted by 6 August 2020. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition
