About this opportunity
Air University, under the Department of the Air Force Materiel Command, is soliciting a commercial off-the-shelf Student Management System for higher education administration by May 27, 2026, with no set-aside applied. This is a Request for Information and Sources Sought notice for market research purposes only and does not constitute a binding commitment to award.
The system must manage the complete student lifecycle—from admissions through program completion and transcript services—across 23 professional military education, professional continuing education, and professional developmental education programs. Place of performance is Maxwell Air Force Base with administrative oversight at Air University headquarters.
The solution must be hosted on Department of Defense Information Level 4 (IL-4) compliant government community cloud infrastructure and meet DISA CC SRG or NIST accreditation standards. Key functional requirements include admissions processing with bulk import and Air University Identification (AUID) assignment; enrollment and registration with configurable rules-based course assignment; graduation verification with automated academic evaluations; transcript management with Canvas Learning Management System integration; program advising workflows; course catalog management; academic scheduling with quota distribution; credit evaluation for external transcripts and standardized tests; student financial management; and reporting and analytics. The system must support role-based access control with multi-factor authentication including Department of Defense Common Access Card (CAC) integration and SAML single sign-on, and must interface with existing systems including Canvas LMS, DEERS, DMDC, ACQNOW, and MILPDS.
Air University currently operates SAP SLcM in AWS Cloud 1. Vendors must demonstrate relevant past performance deploying student information systems at large institutions on government cloud infrastructure, with initial capability delivery within four months of award and full deployment thereafter. Responses, limited to ten pages, are due electronically by 5:00 PM CDT on May 27, 2026, to AU.EEMS.Support@us.af.mil. The government will not reimburse response preparation costs.
