About this opportunity
The Federal Aviation Administration seeks all labor, materials, equipment, and supervision for waterproofing and exterior restoration at three Air Traffic Control Towers in Florida—Jacksonville International (JAX), Craig Executive (CRG), and Gainesville Regional (GNV)—with proposals due September 8, 2026, and questions due September 1, 2026. Amendment 0001, effective August 14, 2026, extended both deadlines. This is full and open competition with no set-asides.
Place of performance spans three Florida locations: Jacksonville (14400 Whirlwind Ave., Jacksonville, FL 32229), Craig Executive (9550 Craig Airport Rd., Jacksonville, FL 32225), and Gainesville (3880 NE 39th Ave., Gainesville, FL 32609). Work must commence within five days of Notice to Proceed and be completed within 90 days per facility. Site visits occurred July 25–26, 2026; the government strongly encouraged attendance and stated that failure to inspect does not constitute grounds for post-award dispute.
The estimated project cost is less than $300,000. NAICS is 238160 (Roofing Contractors) with a small business size standard of $19 million; PSC is Z1BA (Maintenance of Air Traffic Control Towers). Work includes removal of deteriorated sealants, corrosion treatment, roof membrane repairs, and protective coating application at heights ranging 60–120 feet above grade, all performed during nighttime hours to avoid operational disruption. All products must meet low-VOC standards (less than 50g/L) and include approved Safety Data Sheets.
Davis-Bacon prevailing wage rates apply per General Decision Numbers FL20260202 (Duval County) and FL20260194 (Alachua County), with rates ranging $11.38–$51.11 per hour plus fringe benefits. Contractors must provide one hour paid sick leave per 30 hours worked (up to 56 annually) and pay a minimum $13.65 per hour or applicable prevailing wage, whichever is higher.
The government intends a single firm fixed-price award to the lowest priced responsive offeror with acceptable past performance and relevant experience, but reserves the right to make multiple awards if determined in the government's best interest. Offerors must submit complete price proposals covering all contract line items or risk rejection as non-responsive. Performance and payment bonds are required. Proposals must be submitted via email to regina.singleton@faa.gov.
