Description: The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a sole source basis with Vista Research, Inc, (CAGE 7Y288) for the procurement of Operations and Sustainment (O & S) support for the Vista F50-ER1 Air Surveillance Radar (ASR) currently in operation and/or deployed onboard the USS Puller (T-ESB-3), USNS Spearhead (T-EPF-1), and USNS Trenton (T-EPF-5). Additionally, ASR O & S support will be required for future T-ESB and T-EPF ships. This requirement will support the Rapid Development Systems Engineering (RDSE) Division, AD-4.11.1, St. Inigoes, Maryland. This O & S support requires the procurement of ASR systems, replacement parts and spares, reach-back and technical support, radar operator support, and classroom and shipboard training on T-ESB and T-EPF ships throughout the United States Central Command (USCENTCOM), United Stated European Command (USEUCOM), United States Pacific Command (USPACOM) and United Stated Southern Command (USSOUTHCOM) Area of Responsibility (AOR).
The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
