About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center is seeking to modify an existing contract for engineering services supporting the Air-Launched Cruise Missile (ALCM) Inertial Navigation Element (INE). The modification addresses an out-of-scope change necessary to continue supporting the USAF's mission and will extend the contract's period of performance by three additional one-year ordering periods, bringing the total performance period to ten years. Sources must be qualified prior to consideration for award, with qualification requirements available through Source Approval Request (SAR) packages that must be submitted to the AFSC Small Business Office at Tinker Air Force Base. The government intends to solicit and negotiate with only one or a limited number of sources under FAR 6.302 authority, as potential sources are typically limited to companies that have a license or agreement with the Original Equipment Manufacturer to complete the work, including military-specific modifications. Interested parties may submit proposals within forty-five days of the July 24, 2025 publication date, with responses due by August 8, 2025.
This procurement does not utilize any set-aside designations and the current incumbent contractor is Northrop Grumman Systems Corporation under Contract FA8128-21-D-0001, which was originally awarded on March 4, 2021. The modification is projected to increase the overall estimated contract value to approximately $34,000,000, representing the total value for the extended ten-year performance period. The contract falls under NAICS code 541330 for Engineering Services and uses Product Service Code R425 for Support-Professional: Engineering/Technical services. The government does not possess the associated technical data necessary to provide to potential sources, which further limits the pool of qualified contractors to those with existing licensing agreements or arrangements with Northrop Grumman. The contracting office is located at Tinker Air Force Base in Oklahoma, with Joshua Palmer serving as the Contracting Officer for this acquisition.

- Description:
The United States Air Force (USAF) has a requirement for engineering services (recurring and non-recurring) in support of the Air-Launched Cruise Missile (ALCM) Inertial Navigation Element (INE). This requirement is currently being met by the Northrop Grumman Systems Corporation under Contract FA8128-21-D-0001.
Recently, it was discovered an out-of-scope change to the contract would be necessary to continue supporting the USAF’s overall mission. This change is projected to increase the overall estimated contract value for Contract FA8128-21-D-0001 to ~$34,000,000.00. The period of performance is expected to extend by three (3) one-year ordering periods, for a total period of performance of ten (10) years.
The Government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies which have a license or agreement with the Original Equipment Manufacturer (OEM) Northrop Grumman Services Corporation to complete the work described, including military-specific modifications.
