About this file

This synopsis is for a modification to an existing contract for Air Force Nuclear Weapons Center engineering services supporting the Air-Launched Cruise Missile (ALCM) Inertial Navigation Element (INE). The current contract with Northrop Grumman Systems Corporation (Contract FA8128-21-D-0001) was originally awarded on 4 March 2021 for an estimated $34,000,000 and is being modified to extend the period of performance by three one-year ordering periods, bringing the total performance period to ten years. The modification addresses an out-of-scope change necessary to continue supporting the USAF's mission, with potential sources limited to companies having a license or agreement with Northrop Grumman to complete the work, including military-specific modifications.

The synopsis indicates that the government intends to solicit and negotiate with a limited number of sources under FAR 6.302, with interested parties able to submit proposals within 45 days of publication. Qualification requirements are in place, with Source Approval Request (SAR) packages to be submitted to the AFSC Small Business Office. An Ombudsman has been appointed to hear contractor concerns, and the final determination on competitive procurement remains solely within the government's discretion. The contract is classified under NAICS 541330 and uses Product Service Code R425, with the contracting office located at Tinker Air Force Base in Oklahoma.

Recently, it was discovered an out-of-scope change to the contract would be necessary to continue supporting the USAF’s overall mission. This change is projected to increase the overall estimated contract value for Contract FA8128-21-D-0001 to ~$34,000,000.00.

The period of performance is expected to extend by three (3) one-year ordering periods, for a total period of performance of ten (10) years.

The Government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies which have a license or agreement with the Original Equipment Manufacturer (OEM) Northrop Grumman Services Corporation to complete the work described, including military-specific modifications.
