About this opportunity

Naval Sea Systems Command is soliciting 30 air ionizer units (Model P-2035, 40 mCi Po-210) with proposals due July 9, 2026 at 4:00 PM Eastern Time. This is a sole-source procurement under FAR Part 12 on a brand-name basis, restricted to NRD, LLC (CAGE 5k923) and authorized resellers; the contracting officer has determined that only one source is reasonably available due to restrictive proprietary rights, exclusive OEM licensing, and Navy Safety Office procedures prohibiting alternative brands in hazardous environments.

Place of performance is Crane, Indiana. The ionizers are designed to reduce electrostatic discharge in laboratory environments and require replacement every 12 months. Units must carry Class I Division I Group B and Class II Division I Groups E, F & G hazardous environmental ratings, feature aluminum housing with stainless steel screen enclosure, zero balance rating, and operate on clean dry air or nitrogen input without electrical power. Contractors proposing equivalents must submit complete technical specifications, data sheets, and performance documentation; failure to do so results in proposal rejection.

The NAICS code is 333998 and PSC is 4140. Delivery must be completed within five weeks of award, FOB destination, with accelerated delivery accepted at no additional cost. All quoters must meet technical acceptance criteria before price evaluation. Evaluation weighs technical approach (including required OEM authorization letter), delivery capability, and price. Contracting officer is Marty Kay Arvin; contract specialist is Mark Swartzentruber. All responsible sources may submit capability statements, though the Government's decision not to compete is solely within its discretion. The requirement qualifies as a DO-rated order under the Defense Priorities and Allocations System.
