About this opportunity
The General Services Administration Federal Acquisition Service is soliciting quotations for two potable water trucks with one option period, with proposals due June 18, 2026. This is a total small business set-aside under NAICS code 336211, Motor Vehicle Body Manufacturing.
One truck is designated for delivery to Joint Base Elmendorf-Richardson, Alaska, and the second to Newington, New Hampshire. The procurement requires quoters to be certified small businesses with valid SAM registration.
Technical requirements specify a 250-gallon potable water truck based on a commercial truck chassis with stainless steel cargo tank construction. The pumping system must deliver a minimum of 20 GPM at 40 PSI with a squeeze control valve and corrosion-resistant LED flow meter. The vehicle must operate across extreme ambient temperatures ranging from minus 40°F to 125°F for operations and minus 65°F to 160°F for storage, traverse cross-country terrain at 20 mph, negotiate 20-degree gradeability, and achieve a maximum turning diameter of 60 feet. The diesel engine must comply with stringent EPA emission standards, with automatic transmission (minimum five forward gears), power-assisted steering, and hydraulic or air brakes with antilock systems. Overall dimensions are limited to 288 inches length, 96 inches width, and 85 inches height.
Award will be made as a firm-fixed-price motor vehicle delivery order to the highest technically rated quoter offering a fair and reasonable price. Evaluation criteria, weighted equally, are Technical Merit, Past Performance, and Price. Quoters must submit two volumes: Volume 1 (Technical Response with Past Performance) and Volume 2 (Pricing), along with Standard Form 18, technical specifications comparison worksheets, preliminary drawings, quality assurance documentation, and a fully executed GSA Source of Supply Letter signed by both vendor and supplier. Quoters must also complete the Compliance Checklist. Delivery must occur within a specified number of days after receipt of ready-for-shipment notice, with Government inspection required within thirty calendar days and shipment within fifteen calendar days thereafter. Amendment 002 (June 3) posted Q&A responses and extended the deadline from June 4 to June 11. Amendment 003 (June 10) added the Source of Supply Letter and Compliance Checklist requirements and extended the deadline to June 18, 2026, at 3:00 PM EST.
