About this opportunity

The Department of the Navy Naval Supply Systems Command, through the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), has issued a Notice of Intent to award a sole-source contract to Trane U.S. Inc. for air-cooled chillers and air conditioning plant preventative maintenance services. This special notice is designated as an 8(a) Sole Source opportunity under NAICS code 811310 for commercial and industrial machinery repair and maintenance. The contract covers quarterly and annual maintenance of Trane air-cooled chillers located on Barge APL-62 and other berthing and messing barges at the naval facility. The anticipated contract period spans fiscal years 2025-2026 and will be awarded under FAR 13.106(b)(1)(i) as a firm fixed service contract. The government intends to award this contract directly to Trane as the original equipment manufacturer with certified technicians capable of performing the specialized maintenance requirements.

The purpose of this notice is to inform the marketplace of the government's intent to proceed with a sole-source award while providing an opportunity for other capable contractors to express interest and demonstrate their qualifications. Interested parties must submit their capability documentation by June 16, 2025, at 3:00 PM Pacific Standard Time via email to the designated contract specialist and contracting officer. Contractors must be registered in the System for Award Management (SAM) to be eligible for consideration, and responses should include detailed technical background and experience demonstrating the ability to maintain Trane chiller systems. The maintenance services require technicians with current manufacturer certifications and minimum Confidential security clearance, as the work involves critical HVAC systems supporting Navy personnel living quarters on berthing barges. The government emphasizes that this notice is not a request for quotes, and any decision to conduct a competitive procurement based on responses received remains entirely at the government's discretion.
