About this opportunity

The United States Air Force Air Combat Command seeks to award a firm-fixed-price contract for non-personal services to support operations, maintenance, and engineering of Air Combat Training Systems at multiple domestic and overseas bases. Services are required for P5 Combat Training System pods and associated instrumentation and communication systems. Evaluation will consider the offeror's technical capabilities, past performance, security clearance status of personnel, and quality management systems. Responses to the market research questionnaire are requested by September 1, 2021.

Support must be provided at bases in the United States, Italy, Germany, the United Kingdom, and United Arab Emirates over one base year and four option years. The questionnaires request details on experience supporting geographically separated sites and comments on the draft performance work statement and use of fixed pricing for a potential single-award, indefinite-delivery/indefinite-quantity-type contract.

The United States Air Force (USAF), Air Combat Command Acquisition Management Integration Center (ACC AMIC) is in the process of determining the acquisition strategy to obtain non-personal services for the Air Combat Training Systems (ACTS) operation, maintenance, & engineering support at Barksdale AFB LA, Eglin AFB FL, Langley AFB VA, Mountain Home AFB ID, Nellis AFB NV, Seymour Johnson AFB NC, Shaw AFB SC, Tyndall AFB FL, Dyess AFB TX, Ellsworth AFB SD, Aviano AB IT, Spangdahlem AB GE, RAF Lakenheath UK, Al Dhafra UAE, Davis-Monthan, AZ (Optional) and JRB Fort Worth TX (Optional).  Some of these locations include support at units geographically separated from the primary ACTS site.  A previous Sources Sought, under the same Notice ID number, was posted in Sep 2020, however due to several factors the requirement has changed and new market research is required. If you responded to the previous request (questionnaire), a revised response is needed to match other data coming in. We have provided a questionnaire (ACTS MR Sources Sought questionnaire v4.pdf) for our market research purposes, a clean version of the revised performance work statement (PWS) ((CUI) ACTS PWS 2021 v2.2 Clean 20Jul2021.doc) and a document outlining the changes to the previous version of the PWS (PERFORMANCE WORK STATEMENT compare.pdf) so you may see some of the major changes.
