The procurement encompasses tactical missiles, training variants (including Captive Air Training Missiles, Special Air Training Missiles, and Captive Test Missiles), containers, spares, tooling, support equipment, maintenance kits, Special Test Equipment, and associated materials and data for the United States Navy, Air Force, Army, and Foreign Military Sales customers. NAVAIR has indicated its intent to award this contract on a sole-source basis to Raytheon Company, located in Tucson, Arizona, citing FAR 6.302-1 authority based on the determination that only one responsible source exists to satisfy agency requirements. The deadline for interested parties to submit inquiries or responses is December 26, 2025, with all communications to be directed via email to Sarah Moore at sarah.n.moore11.civ@us.navy.mil. The Government makes no commitments regarding the issuance of solicitations, contract awards, or reimbursement for expenses incurred by interested parties prior to formal contract award.
This procurement carries no small business set-aside designation. Raytheon Company is identified as the anticipated sole-source awardee, making them the primary incumbent for this effort. The contract will cover a maximum quantity of 7,500 AIM-9X missiles across all variants and support items, though actual quantities may be adjusted based on Congressional authorization, appropriation, and Foreign Military Sales customer requests. No specific budget or award value is disclosed in the pre-solicitation notice. For subcontracting opportunities with Raytheon, interested parties may contact Thomas J. Haynie, Jr. at thomas.j.haynie@rtx.com to inquire about potential involvement in the supply chain.
