About this opportunity

The Defense Security Cooperation Agency's Washington Headquarters Services Acquisition Directorate seeks design, construction, support, and tear down of an exhibit at the Avalon Australian International Airshow 2027, with proposals due August 31 and questions due August 14 at 3:00 P.M. Eastern Time. The procurement is a total Small Business set-aside restricted to Women-Owned Small Businesses (WOSB) under NAICS 561920, Convention and Trade Show Organizers.

Place of performance is Geelong, Victoria, Australia. The performance period runs September 28, 2026 through February 28, 2027. The exhibit is a custom fabricated 96 square meter (12m × 8m) peninsula booth in Hall 3 featuring a reception area with 3-person desk and backlit military service seals, a distinguished visitor lounge, storage closet, three enclosed meeting rooms with air conditioning and conference furniture, exhibit walls with graphics, 3D backlit fascia with LED lighting, laminate flooring, and complete electrical infrastructure. The contractor must provide all personnel, equipment, supplies, international transportation, visa coordination, shipping, drayage, and material handling. Key personnel designated essential positions are an Exhibit Designer and Exhibit Project Manager, each requiring contracting officer approval for substitution. Initial design renderings must accompany the proposal; final designs are due December 1, 2026. The contractor must deliver on-site project management with 15-minute response time during show hours (February 23–28, 2027).

Evaluation weights technical approach and past performance equally and significantly above price. Technical proposals are rated on a color scale (Blue/Outstanding through Red/Unacceptable); marginal or unacceptable ratings result in rejection. Past performance must be recent (within three years), relevant, and of sufficient quality; Limited Confidence ratings disqualify. Price is evaluated for reasonableness but receives no numerical score. Proposals must include signed key personnel commitment letters dated within 10 calendar days of submission and evidence of small business status. Proposals exceeding specifications, taking exceptions, or containing assumptions are deemed unacceptable. All deliverables, graphics, and materials produced become exclusive government property.
