About this opportunity

The Department of Veterans Affairs Network Contracting Office 4 is seeking to procure a Commercial-Off-the-Shelf (COTS) AI Ambient Dictation Software solution for nine medical centers within VISN 4. The primary objective is to acquire an advanced generative AI technology that can transcribe clinical encounters and generate clinical documentation in near real-time. The software must interface seamlessly with the VA Electronic Health Record (EHR), allowing providers to initiate encounter recording without manual patient information entry and automatically draft clinical notes. Vendors are required to provide capabilities statements, include informal pricing estimates, and indicate their SaaS and FedRAMP approval status. The sources sought notice is designed to conduct market research and understand current market capabilities, with responses due by May 14, 2025, at 1:00 PM EDT.

There are currently no specific set-aside designations for this contract opportunity. The procurement targets approximately 800 physicians and 2,500-3,000 full-time providers across the VISN 4 medical centers, with a planned phased implementation beginning in primary care settings. While specific award values are not explicitly stated, the contract is structured as a firm fixed-price arrangement with a base year and four potential option years. The AI dictation software must demonstrate capabilities in diverse clinical environments, including areas with poor wireless signals and ambient noise, and provide advanced features such as populating structured fields, generating unsigned orders, and assisting with medical coding and billing. The VA's ultimate goals include increasing provider efficiency, reducing documentation burnout, and improving overall clinical documentation processes through innovative AI technology.
