About this opportunity
The Defense Logistics Agency Troop Support Clothing and Textiles seeks men's and women's dress oxford shoes for the Army General Service Uniform, with proposals due June 15, 2026. The procurement comprises two firm-fixed-price IDIQ contracts spanning 36 months with three 12-month pricing tiers. Lot 1 is unrestricted with HUBZone Small Business preference; Lot 2 is a Total Small Business Set-Aside.
Place of performance is Philadelphia, Pennsylvania, with delivery FOB destination to LVI-Army 3PL Pendergrass Distribution Center, Georgia. Lot 1 requires a minimum of 33,498 pairs annually (133,992 pairs estimated, 602,964 pairs maximum); Lot 2 requires 22,332 pairs annually (89,328 pairs estimated, 401,976 pairs maximum). The product split is approximately 80% men's and 20% women's shoes. Shoes must comply with GL-PD-19022B (men's) and GL-PD-19023B (women's) specifications dated March 1, 2023, including barcode labeling, six pairs per container packaging, and palletization requirements. Component testing of leather and outsoles is required for the first three lots at a certified laboratory; subsequent lots require certificates of compliance. Offerors must submit one pair Product Demonstration Models (size 10D men's shoes) via traceable carrier by 3:00 PM Eastern Time on the offer due date. Initial production lead time is 180 days; subsequent orders require 150 days. Special measurement footwear requires 21-day delivery for recruits and 60-day delivery for non-recruits.
Amendment 002 (posted June 8) extends the price validity period from 30 to 180 calendar days. Amendment 001 (posted May 20) changed the NAICS code to 316210 and added RFID hangtag requirements—passive Gen2 RFID inlays operating at 860–960 MHz with 96-bit EPC numbers linkable to NSNs, ISO/IEC 18000-C EPCglobal C1G2 Protocol compliance. Pallet, case, and item-level RFID tagging applies to bag items only. All offerors must disclose any use of facilities at addresses different from their stated address.
Evaluation uses Best Value Trade-Off procedures, weighting Product Demonstration Models, Past Performance Confidence Assessment, and Small Business Participation (Lot 1 only) as significantly more important than price. All proposals must be submitted through DIBBS electronic upload only.
