About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking to lease approximately 320 acres of agricultural land at Naval Air Station Lemoore, California, through Invitation for Bid N62473LO11243. The lease covers parcels 4A35 and 4A39 and is open to United States citizens, corporations, partnerships, or trusts for agricultural purposes including crops such as cotton, seed crops, barley, wheat, garbanzo beans, tomatoes, garlic, and onions. Bidders must complete a Defense Production Act questionnaire for CFIUS review, provide a bid deposit of 25% of annual rent or $1,000 (whichever is greater), and comply with extensive environmental regulations, soil conservation requirements, and water usage guidelines. Bids will be evaluated based on responsiveness and overall advantage to the government, with the government reserving the right to reject any or all bids or accept bids other than the highest. The bid submission deadline is August 13, 2025, at 2:00 PM Pacific Daylight Time, with inquiries due by July 31, 2025, and Amendment 001 now allows email submissions for packages already in transit with tracking confirmation.
This solicitation does not utilize any set-aside designations and references previous contract N6247316RP00031 as the predecessor agreement. The lease term consists of a five-year firm period from January 1, 2026, to December 31, 2030, with an optional five-year extension through December 31, 2035, potentially totaling ten years. The successful bidder will be required to provide a security deposit for the entire lease term and may pay rent annually, semi-annually, or quarterly, with the specific rental rates to be determined through the competitive bidding process. Performance will take place at Naval Air Station Lemoore in Lemoore, California, where the lessee will be permitted to pump one acre-foot of water per acre per year at no additional charge, with excess usage subject to fees based on Westlands Water District rates. The lessee must maintain the property according to sound agricultural practices while acknowledging that military operations take priority over agricultural activities.
