About this opportunity
The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturing sources for HELLFIRE Missile and Joint Air to Ground Missile (JAGM) production components through this Sources Sought Synopsis. The agency seeks qualified contractors capable of supporting a one-year, firm-fixed price or fixed-price incentive fee contract for production activities related to these missile programs. Contractors must demonstrate the ability to handle all aspects of the manufacturing process, including supply chain management, logistics, parts forecasting, long-lead procurement, material forecasting, obsolescence management, and final asset delivery. Additionally, contractors will be responsible for recurring and nonrecurring engineering services required to become a qualified source. The response deadline for this market research notice is June 20, 2025, though this is not a formal solicitation and no funds are available for response preparation.
This opportunity does not utilize any small business set-aside designations, though the government encourages participation from various categories including 8(a), small business, small disadvantaged business, Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. The current production work is anticipated to be awarded to Lockheed Martin Missiles and Fire Control in Orlando, Florida, under their existing Captains of Industry contract (SPE4AX22D9000) using sole source justification under FAR 6.302-1. This sole source approach is necessary because the U.S. Government does not own the Technical Data Package for either the HELLFIRE or JAGM missiles, limiting the number of responsible sources capable of production. The contract structure involves placement on Lockheed Martin's existing contract vehicle, and all potential contractors must meet prequalification requirements and seek source approval through the designated points of contact to compete for future solicitations.
